- This is NOT a pre-solicitation notice pursuant to FAR Part 5, but a market survey to identify sources that are capable of overhauling/rebuilding the AVDS-1790 model engines and CD-850 transmissions found in the M-60 model tanks. Broad industry participation is desired, but we are strongly interested in any proven techniques that are currently in production or capable of rapidly entering into production. We are seeking proven suppliers with established solutions that can meet or exceed the overhaul/rebuild requirements. A "proven supplier", in this context, refers to suppliers that are recognized as a qualified supplier by the U.S. government at a Readiness Level (RL) relevant at the Depot Maintenance Work Requirement (DMWR) environment. Examples are DMWR 9-2815-220 and DMWR 9-2815-223. This effort is in support of the 46th Test Wing at Eglin AFB, FL. Responses MUST: 1) Address the process of the evaluation of our cores and identify the process if our cores prove unusable. 2) Provide complete overhaul/rebuild capabilities description, qualification statements, and examples that demonstrate their ability to satisfy the requirements of this market survey. 3) Include detailed information regarding the components capabilities/performance (prior testing, dynamometer test reports, etc). 4) Include Readiness Level (RL) of the engine and transmission with justification IAW appropriate DMWR. REQUIREMENT: Availability objective is to meet a 30 day ARO turnaround on usable cores delivered for overhaul/rebuild. 100% ready to install upon receipt of overhauled/rebuilt power train components, IAW DMWR 9-2815-220 and DMWR 9-2815-223. Quantity objective is that all overhauled/rebuilt components will have at a minimum a 1 year parts and labor with return shipping warranty applied to each order. Vendor will be responsible for return shipment of failed warranted items. On site vendor correction of deficient warranty action within 10 working days from notification of warranty problem is desired. The performance and mission availability objective is that the 46th Test Wing requires a priority delivery procedure in place to allow a new engine, transmission, or both to be supplied by the vendor, from vendor stock for requirements that do not allow adequate time for a standard rebuild/overhaul core exchange to take place. Items shipped using this procedure will not reflect a non core billing cost to the government, being that the government will provide a serviceable core for exchange under this procedure upon delivery of the serviceable engine/transmission, or within 10 days of delivery. Shipping charges should include round trip transportation costs under this procedure. The delivery timeframe for the priority delivery will be within two weeks ARO. The standard delivery timeframe capability is desired to be within 30-45 days, but any time under 60 days is allowable. Shipping for rebuilt engines/transmissions is FOB Eglin AFB, FL 32542-5000. Any proprietary information contained in response to this request will be properly protected from unauthorized disclosure and will not be used to establish the requirements for any future system acquisition so as to not inadvertently restrict competition. The tentative North American Industry Classification System (NAICS) is 336992 with a small-business size standard of 1,000 employees. The Government will not reimburse contractors for any cost incurred for their participation in this survey. Large and small businesses are encouraged to participate in this survey. Responses to this survey are due 22 April 2011 @ 5:00 P.M. Central Time. Responses shall be limited to 30 double-sided pages (8.5" x 11"), including attachments, figures and/or drawings, and no smaller than size 12 fonts. Respondents shall also include the Point of Contact (POC) for technical and contractual issues to include name, position, telephone number, and email address. All interested parties must be registered in CCR to be eligible for an award of Government contracts.
