AMENDMENT #2 QUESTIONS AND ANSWERS 1.Q: Are all consultant and Part II of the SF 330 forms included in the 100 page limit? A: Yes, the 100 page limit includes all materials submitted and double-side pages count as two pages. 2.Q: Can you be more specific in terms of the expected deliverable in our qualifications package as it relates to the Draft Small Business Plan? A: The Draft Small Business Plan should identify the small business sub-contractors by the type of small business, and they should demonstrate the firm's approach that would meet the Small Business Goals. 3.Q: Will the preference for design work to be executed within a geographic area be typical of future VA projects? A: Each VA project will be handled on a case-by-case basis. 4.Q: What is the importance of the preference for all design work being accomplished within 50 miles of Alameda? A: The requirement to have an established working office within fifty (50) miles of the project site is a minimum requirement of the solicitation. The VA considers the location of the firm in the general geographical area of the project and a firm's knowledge of the locality to be of importance. 5.Q: If this notice is a pre-solicitation, why are SF 300s being required? A: This notice is a combined pre-solicitation and solicitation. 6.Q: Will the outpatient clinic treat veterans and their families? A: All eligible veterans and all eligible dependants will be able to seek treatment at the proposed clinic. 7.Q: Is it required that the Draft Small Business Plan in this submittal meet all of the Small Business Goals? A: The VA encourages the firm to make a good faith effort to strive to meet the Small Business Goals The document being requested should be in draft form. The final Small Business Plan will be completed by the selected AE. 8.Q: Have any environmental studies, pre-programming, or master planning been completed for the site? A: Yes, environmental investigations are underway, some master planning has taken place, and an internal programming effort has taken place. The results of these activities will not be made available at until after a firm has been selected for the project. 9.Q: Is there specific content required in the firm's vision statement? A: No, there is no specific verbiage required in a firm's vision statement. 10.Q: Has a procurement method been selected for the construction of the project? A: A final decision has not been made on the procurement method for this project. Among the methods being considered are Design/Bid/Build and Design/Build. Consideration is also being given to contracting different portions of the project by different procurement methods. 11. Q: The cover page to the solicitation lists a VA Washington, DC address and the solicitation lists a VA Vallejo, CA address. Where do we submit the SF-330s? A: The SF-330s are submitted to the Contracting Officer Katherine Volpe; 1175 Nimitz Avenue, Suite 200, Vallejo, CA 94592. THE FOLLOWING IS ADDED TO SUBJECT SOLICITATION: The selected firm will be required to participate in a one (1) day pre-negotiation meeting at VA Central Office, Washington, DC prior to contract award.
