Description
This sources sought notice is for planning purposes only and shall not be considered as an invitation for bid (IFB), request for quotation (RFQ), request for proposal (RFP), or as an obligation on the part of the Government to acquire any products or services. Your response to this request will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement nor the Government's use of such information. This request does not constitute a solicitation for proposals nor the authority to enter into negotiations to award a contract. Funds have not been authorized, appropriated, nor received for this effort. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information nor to otherwise pay for the information submitted in response to this Sources Sought Notice. The U.S. Army Contracting Command, Aberdeen Proving Ground is requesting information and seeking sources regarding the production of the Chemical Biological Mass Spectrometer Block II (CBMS II) along with test and integrated logistics support for those systems in support of the Joint Project Manager, Nuclear Biological Chemical Contamination Avoidance (JPM NBC CA). The CBMS II is a ruggedized Mass Spectrometer integrated into a Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV) that is used to detect liquid and solid chemical agents using the Dual Wheel Sampling System (DWSS) and a Bruker Chemical Ground Probe (CGP). The Government has a need for a continued supply of CBMS IIs. The current contract for CBMS II expires on November 20, 2013. This will require contractors with non developmental items (NDIs) that can meet the requirements of the CBMS II performance specification in order that items produced under any newly awarded contract can be delivered within 9 months from date of contract award. The intent of this notice is to determine the availability of viable interested sources to determine if competition exists for full production and operational support requirements for the CBMS II within the required timeframe as outlined below. The planned procurement is not a development effort. Background: The planned effort includes Production, Production Support, Engineering and Logistics Support for the CBMS II during fiscal years 2012 through 2017. A. PRODUCTION and PRODUCTION SUPPORT: Production Units - CBMS II* -The first delivery of CBMS II will be required to take place nine (9) months after contract award. The Government does not own the current CBMS II Technical Data Package (TDP). The CBMS II is designed to be integrated into the Stryker NBCRV. Within the Stryker NBCRV, the CBMS II interfaces with the Nuclear, Biological, and Chemical Sensor Processing Group (NBCSPG) and the Bruker Chemical Ground Probe (CGP). The Draft Performance Specification and Interface Control Documents (ICDs) contain technical data that is export controlled. Export of this data is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C., App 2401 et seq.). Violations of these export laws are subject to severe criminal penalties. The export controlled technical data items identified above, are restricted and can be accessed electronically via the Federal Business Opportunities website (https://www.fbo.gov) with valid contractor login credentials. Once directed to the Federal Business Opportunities Website search for the sources sought notification W911SR-11-S-CBMSII and follow these steps: 1) Log in using your Marketing Partner Identification Number (MPIN) code 2) Select "Request Explicit Access" 3) Select "Verify MPIN" 4) This will generate an email to the FBO System Administrator 5) Please allow 2-3 working days to complete the FBO-TDP process from the FBO system 6) The FBO Administrator will provide notice of contractor approval or denial for access to the contract specialist, who will then grant "Explicit Access" to the controlled data. Test - Requirements in this area includes contractor testing to requirements of the Performance Specification and contractor support of Government conducted test activities. B. ENGINEERING AND LOGISTICS SUPPORT: Systems Engineering - Systems Engineering Support requirements include providing satisfactory solutions to design problems, design improvements and field problems. Satisfactory solutions are those which maintain CBMS II commonality and compatibility of all physical, functional and technical interfaces with the established system design and definition and its intended platform. Engineering support also includes identification and integration of engineering solutions as well as identifying and mitigating risks in implementing those engineering solutions. Logistics Program - The government requires a mature logistics plan for the CBMS II. The logistics program will have technical manuals that contain maintenance plans including repair parts & special tools list, a Configuration Management program, Logistic Management Information (LMI) analysis or equivalent, Level of Repair Analysis (LORA) or equivalent, Reliability Centered Maintenance (RCM) analysis or equivalent, and operator training program. Logistics Support and Integration - The contractor shall support the implementation of its logistics program into the Stryker NBCRV to include: updates to paper operator manuals, Electronic Technical Manuals (ETMs) including Operator and Field Level Maintenance (MIL-STRD-40051-2A), logistics analyses and the training program. Firms are encouraged to submit questionnaires as early as possible during the Initial cut off period which ends on 25 April 2011. Final cut off period ends on 09 May 2011.
