- SOW and Quote Information Sole Source JOFOC Equipment List CLINs This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NOAA intends to negotiate on a noncompetitive basis with Hydrologic Research Center of San Diego, CA for the listed item(s). Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the functional requirements as stated in the SOW. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 7 days after this publication to this synopsis. This request for quote (RFQ) is issued under Simplified Acquisition Procedures (SAP), Subpart 13.5. Quote number NWS0000FloodGuidance. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. NAICS code 541690. This requirement is to update the Flash Flood Guidance (FFG) System in Central America and Installation of an Initial FFG System for Pakistan. This is a firm fixed price order. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable as follows; 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52217-8, 52.216-1 FFP, CAR Clause 1352.216-77 ceiling will be stated in contact document, 1352.237-71.
