- Canarsie PierCUA Solicitation dated April 7, 2011 Farmers MarketPage 1 of 4Gateway National Recreation Area, Canarsie PierSmall Business OpportunityCommercial Use Authorization SolicitationFarmers Market at Canarsie PierThe Superintendent of Gateway National Recreation Area announces the intent to issue twelve (12) In-park Commercial Use Authorizations (CUAs). The CUAs will authorize Farmers, (growers and producers of local crops and goods) to sell produce and a limited amount of typical Farmers Market goods at Canarsie Pier, part of the Jamaica Bay Unit of Gateway National Recreation Area. Canarsie Pier is located at the south end of Rockaway Boulevard, in Canarsie, in Brooklyn, New York, and can be reached via the Belt Parkway, Exit 13 or via Rockaway Parkway. Please note: Trucks are prohibited from travel on the Belt Parkway.Further information concerning commercial traffic on New York City highways can be found on the following website:http://www.nyc.gov/html/dot/downloads/pdf/trucks_nycarea_parkways.pdfAn In-park Commercial Use Authorization (CUA) restricts vendor revenues to a maximum of $25,000 annually. CUA revenues must be generated and collected within park boundaries. CUAs will be issued authorizing Farmers Markets to operate on SATURDAYS ONLY, from 8 a.m. to 2 p.m., from July 2, 2011 through October 29, 2011. CUAs will not be subject to renewal. The Superintendent retains the right to issue determinations as to compatibility with and impact to natural and other Park resources, and to permit CUAs based on preservation and proper management of park resources and values.The CUA will be subject to conditions, including those listed at:http://www.nps.gov/gate/parkmgmt/businesswithpark.htm.Description of Services Solicited:Provide produce and goods of the kind typically produced for sale at Farmers Markets to visitors of Canarsie Pier, Canarsie Brooklyn. Produce and goods of the kind typically produced for sale at Farmers Markets include recently harvested fruits, vegetables, and flowers, as well as jams and syrups, which are locally harvested or locally produced. Dairy products, meat, poultry, fish and shellfish, home canned goods, and items requiring refrigeration are prohibited. Prices must be competitive with local Farmers Market pricing for similar items and approved by the park Superintendent. Selected Applicants must comply with FDA Retail Food Safety Guidelines, which can be found at:http://www.fda.gov/Food/FoodSafety/RetailFoodProtection/FoodCode/FoodCode2009Canarsie PierCUA Solicitation dated April 7, 2011 Farmers MarketPage 2 of 4Vendor Operation Stipulations:National Park Service will provide no water, electrical or utility services to support vendor operation. No onsite vendor construction of any kind is authorized to support vendor operations. Farmers Market Vendors will provide an accommodating trash receptacle in immediate area of operations during conduct of business and remove trash upon leaving. Farmers Market Vendors will dispose of trash outside of Park boundaries, in accordance with the carry-in/carry-out policy in effect at Gateway National Recreation Area. Dumping is prohibited.Farmers Market Vendors will be required to supply tables or benches upon which goods will be displayed for sales. Goods to be sold must be displayed in a neat and orderly fashion. The selected applicant must provide tents, awnings, screens, or other manner of shelter from the elements. The NPS reserves the right to prohibit the type of tents, awnings, screens, or shelters used to prevent any negative impact upon Park resources. The selected applicant shall provide a hand washing station.Location of Service Area:Selected Farmers Market Vendors will be authorized to operate in an area of Canarsie Pier designated by the NPS. Applicants may obtain directions to Canarsie Pier by visiting: http://www.nps.gov/gate/planyourvisit/jamaicabaydirections.htm. The NPS reserves the right to limit the number of CUAs issued based on compatibility with and impact to Park resources.Time of Vendor Services: (Operations Hours specified by National Park Service)Farmers Market Vendors will be authorized to operate on SATURDAYS ONLY, from 8 a.m. to 2 p.m., from July 2, 2011 through October 29, 2011, except when the park is closed to the public, the Superintendent determines that vendor services may not be compatible with Specially Permitted Events, or when vendor services are determined to be incompatible with NPS official activities or special events.The Park Superintendent reserves the right to adjust hours of operation as deemed necessary.Commercial Use Authorization Requirements:Applicants eligible for a Commercial Use Authorization are those selling items grown or produced on their own farms. Only locally grown crops and goods of the kind typically produced for sale at Farmers Markets may be sold. Such goods include recently harvested fruits, vegetables, and flowers, as well as jams and syrups. Dairy products, meat, poultry, fish and shellfish, home canned goods, and items requiring refrigeration are prohibited. Wholesalers, non-farmer resellers, and vendors other than farmers will not be considered.Canarsie PierCUA Solicitation dated April 7, 2011 Farmers MarketPage 3 of 4Famers Market vendors operating under a CUA will be inspected and approved by National Park Service (NPS) and by United States Public Health Service (USPHS) personnel. Inspections will take place prior to commencement of vendor operations; and may take place anytime thereafter to ensure compliance with federal, state and local safety, sanitation and health codes, including FDA Retail Food Safety Guidelines. Compliance with City of New York Department of Health and Mental Hygiene codes and regulations is required where applicable.Applicants interested in this opportunity must submit to the National Park Service a completed Application for a Commercial Use Authorization, which can be obtained at http://www.nps.gov/gate/parkmgmt/businesswithpark.htm or by visiting http://www.fbo.gov.Selected Applicants will be required to remit a Commercial Use Authorization (CUA) Application, Administrative Processing and Management Oversight Fee in the amount of $600.00. Fees are non-refundable and must be submitted in the form of certified bank checks or money orders. Personal checks will not be accepted.Farmer Market Vendors must provide a General Commercial Liability Policy of at least $3,000,000 payable at $ 1,000,000 per occurrence.Selected applicants must provide a statement of gross receipts from activities conducted under this authorization immediately upon expiration of the CUA. Selected applicants are required to maintain accounting systems and make all financial records related to the activities conducted under the CUA available to the United States of America and the General Accounting Office. Selected applicants may also be required to provide information related to visitor use statistics and resource impact assessments at the request of the Superintendent.Farmers authorized to participate in the Farmers Market Nutrition Program are encouraged to apply.
