- AMENDMENT #1 QUESTIONS AND ANSWERS 1.Considering the geographical constraint of personally reviewing the document, I request you to provide us the following details before we buy the document: a.List of Items, Schedule of Requirements, Scope of Work, Terms of Reference, Bill of Materials required. b.Soft copy of the Tender Document through email. c.Names of countries that will be eligible to participate in this tender. d.Information about the Tendering Procedure and Guidelines e.Estimated Budget for this Purchase. f.Any Extension of Bidding Deadline? g.Any Addendum or Pre Bid meeting Minutes? Please review the public announcement in FedBizOpps at www.fbo.gov for Architect Engineer services under this solicitation. Interested firms are to submit SF 330, Part I & II and a narrative responding to the selection criteria in the notice. You can contact the Department of the Treasury, Office of Foreign Assets Control, Washington, DC 20220, Telephone 202-622-2490 to determine countries prohibited from participating. Applicants must have an established working office within one hundred (100) mile radius of the project site, West Los Angeles VA Medical Center. The estimated construction cost range is over $100 million. No extension of submittal due date. Any amendments will be published FedBizOpps. A Pre Bid meeting will not be held before the submittal date. 2.We would like to inquire about this RFQ if it will be a set aside. This solicitation is not a set-aside. It is full and open competition. 3.Is there going to be a pre-qualification meeting for the new bed tower and seismically correct building 500 project? A pre-qualification meeting will not be held before the submittal date. 4.On the seismic upgrade project ¦.is it design build? The seismic project will not be a design-build project. 5.I was inquiring to see if there is a date and time set for a Pre-Submittal meeting for this project. A Pre-Submittal meeting will not be held before the submittal date. 6.Producing the SF 330 documents in a Word format would greatly hinder the quality of the document submittal. Would it be acceptable to submit 6 hard copies and 2 electronic copies in a PDF in place of a word file? Please submit six (6) hard copies and two (2) electronic copies (one in Microsoft Word and one in a searchable pdf) on CD or DVD. 7.Can you please tell me if the 12pt font requirement applies to the org chart, matrix and part IIs in this solicitation? Please use the 12 point font minimum for the SF330, Part I and II, including the organization chart and matrix. 8.I have come across the above referenced project and would like to provide a Special Inspection and Materials Testing proposal/budget. Please advise on whether a Special Inspection and Materials Testing firm has been retained for this project. If not, when do you expect this RFP to be available and can we be included on the RFP distribution list? If the Testing & Inspection submissions will not be managed by you, please advise on who I need to contact? A Special Inspection and Materials Testing firm has not been retained for this project. A decision to solicit for Testing and Inspections has not been determined at this time. 9.Would you be able to confirm the min. goals for the small business subcontracting for the West LA VMAC project. When totaled, the minimum goal is 38.70% This is almost double then minimum goals we have seen in the past, and would like confirmation. The subcontracting goal is 17.7% for Small Business. The small business subcontracting goals are expressed as a percentage of total planned subcontracting dollars. See the example of how to calculate the goals below. If a firm is a small business and also a service-disabled veteran-owned small business or one of the other small business categories, the amount contracted to the firm contributes toward meeting both goals. The area for new construction and renovation is not expected to exceed 1.5M square feet of medical space. The expected number of beds for the Essential Care Tower has not been determined. The estimated number of parking spaces for surface and structured parking is not expected to exceed 2000 spaces. 11.I would like to know if there is an outreach process for qualified engineering firms to team up with medical architects to form a complete A/E team. Please refer to the notice in FedBizOpps and click on the "interested Vendors List" tab. 12.Are the Part IIs included in the 100 page limit? Part IIs are included in the 100 page limit. 13.Our two questions are the following: a.Is the 38% small business goal only relevant for services the prime cannot provide? b.If the bulk of our team is within 100 miles of the project site, can we also utilize specialty consultants who are not designers, who are outside the 100-mile radius and/or out-of-state? See response to Question No. 9 regarding the small business subcontracting goals. Preference will be given to firms with working offices capable of performing all design work within a hundred (100) miles of the project site. It is the firm's decision to utilize specialty consultants who are not designers that are located outside the 100-mile radius and/or out-of-state. 14.There is a 100 page limit that we are struggling with especially with a 12 point requirement. Is there any flexibility to this number? We are required to provide one page on each company and understand this to also apply to all of the small businesses that will be part of our team. Please submit your SF330 Part I & II and a narrative responding to the selection criteria in accordance with the instructions in the announcement. Submissions must be limited to a total of one hundred (100) 8 ½" X 11" (letter size) pages of text, with no pull out or folded pages, a minimum 12 point type, with a minimum ½" margin all around and all pages numbered. A sheet of paper with any information and/or text on both sides will be counted as two pages. The 100 pages includes the cover letter, proposal letter, tabs, dividers, letter of transmission, front and back covers, appendices, attachments, enclosures, index, table of contents, pictures, reference letters, charts, graphs, maps, flowcharts, schedules, models, additional information, text, graphics, etc. (only the first hundred pages of the submission will be reviewed, if package exceeds one hundred pages).
