Description
Justification for Other than Full and Open Competition for Integrated Comm Solutions, Inc. On a SOLE-SOURCE basis, the U.S. Department of Transportation (DOT) plans to award a GSA Schedule contract to Integrated Communication Solutions, Inc., for the funding and procurement of high-availability operational backup, Emergency Relocation/Disaster Recovery (ER/DR) and Continuity of Operations (COOP) rooms/space for the US Department of Transportation's Operations Data Center. The expectation is to provide an emergency readiness and disaster recovery site with network operations center capabilities to support DOT staff relocated to ICS in the event of an emergency. This project provides a site to DOT that is operational and available for activation immediately upon notification. With the impact of 9/11, the immediacy for comprehensive COOP planning and activation became a priority for federal agencies. The vendor will provide administrative, technical, and facilities services and support to provide and maintain the viability of the DOT IT resources, backup operations, and emergency DR/COOP. During COOP events, the Office of the Chief Information Officer (OCIO) uses the site to place a maximum of 25 staff personnel at the location to provide key information to provide key information and data to the Secretary and senior officials. The OCIO has a requirement to continue the emergency relocation/disaster recovery services and expand the service offering to the other operating administrations within the Department. Although the Government will continue to evaluate, on an ongoing basis, any interest shown by sources interested in competing for this requirement on subsequent acquisitions, it is not expected that any vendor other than Integrated Communication Solutions, Inc., will be able to provide the necessary services - financially, physically or security-wise - for this particular line of work without incurring enormous cost -- financially, physically or security-wise -- to the Government. Nevertheless, any entity, other than Integrated Communication Solutions, Inc., which believes they can provide the needed services to DOT's Office of Facilities Management, shall submit a capability statement to Donna.Rimmel.ctr@dot.gov no later than 2:00 PM EST on April 23, 2011.
