Description
The Federal Bureau of Investigation (FBI) intends to award a one time, fixed price, sole source contract with U.S. Traffic Controls, LLC, 3726 Dividend Drive, Garland, TX 75042, under Request for Quote (RFQ) E012262. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). This notice will be distributed only through the General Services Administrations Federal Business Opportunities (FBO) website, www.fedbizopps.gov. U.S. Traffic Controls, LLC is to provide 10 customized SpeedCom Deluxe Radar Trailers, equipped with 260W solar power, four Deep Cycle Marine Batteries, two Jack Stands and a 12 Volt Exterior Plug. Based on market research utilizing information obtained from industry sources, it has been determined that the FBI's requirement can only be provided by U.S. Traffic Controls LLC. U.S. Traffic Controls, LLC, radar trailers are the only radar trailers capable of meeting the following requirements: 1) Minimum of 260W solar power (160W greater than the highest solar power Wattage offered by competitors, and vital to the operation of License Plate Reader [LPR] equipment, for which the trailer will be utilized); providing extended operating hours. 2) Large steel cabinet sized to house up to seven (7) deep-cycle marine batteries (up to 50% more than competitors), allowing for longer operating hours and providing security from potential vandalism. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 am, (EST), Friday, April 15, 2011, by email only, to Mrs. Margaret D. Einspahr, Contracting Officer, at meinspahr@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
