Description
NASA/JSC has a requirement for services to support an upgrade to the WB-57Faircrafts emergency egress system. The WB-57 emergency egress system will be upgradedfrom the current system that uses the 1C-6 ESCAPAC ejection seat to a system using NASAowned J114501 ACES II (F-15) ejection seats. A fundamental requirement for this programis the submittal of formal certification from the ACES II seats Original EquipmentManufacturer (OEM) certifying that the systems hardware and installation into the WB-57Fwill safely accomplish its intended function. Additionally, this procurement includesrequirements for refurbishment of NASA owned ACES II seats, integration design forinstalling the ACES II seat system into the WB-57F aircraft, qualification, technicaldata upgrade, and system upgrade supervision. Desired information includes previousegress system capabilities, concept design program, test program, applicable technicaldata, and engineering support during aircraft retrofit.NASA/JSC intends to purchase the items from AMI Industries, Inc (dba Goodrich InteriorsSpecialty Seating Systems) because it is the OEM, and thus is the only company capable ofproviding system certification for the ACES II refurbishment and integration into theWB-57.Statutory authority for proceeding with this acquisition under Other Than Fulland Open Competition is provided by 10 U.S.C. 2304(c)(1)(as implemented by FAR 6.302-1).No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released, it will be synopsized in FedBizOps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 25, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
