Description
THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The U.S. Department of the Interior (DOI) uses sound science to manage and sustain Americas lands, water, wildlife, and energy resources, honors our nations responsibilities to tribal nations, and advocates for Americas island communities. As keepers of our nations legacy, we manage the resources in our care to benefit Americans now and in the future. The DOI and its employees are developing and implementing the cutting-edge science and expert management techniques that make this possible. We are also taking actions to help America transform the challenges it faces today into opportunities for tomorrow. To address these challenges, the DOI has a potential need for the capability to discover geospatial data through existing web based service portals; to access, integrate and analyze, visualize, and disseminate these data to address key priority information needs for responding to climate change; and, to assess and reduce the vulnerability of resources the DOI manages. The DOI wishes to assess the state of the technology and the in-place capability within private industry to address this need. To help focus these assessments, the DOI has identified the following four climate change related threats to the Nations cultural and natural resources that could serve as initial target issues for an information and visualization system: sea level riseinvasive specieswildfiremelting ice/permafrost The DOI has also identified the following key resources that are particularly vulnerable to climate change-related impacts, such as the threats listed above: fresh water supplieslandscapes, including wildlife habitatnative and cultural resources ocean health Information received as a result of this RFI will be gathered through a two phase approach. Phase One will require submission of a white paper detailing the interested partys capabilities and the approach for demonstrating those capabilities. Phase Two will involve a demonstration of the interested partys capabilities, should the interested party clearly document their capabilities and approach for a demonstration during Phase One. PHASE ONE: The Government requests interested parties to submit a white paper addressing a project that demonstrates the ability to provide state-of-the-art visualization tools for climate change threats and resources using one of the following topics: Vulnerability of aquatic species and habitat in the Pacific Northwest as driven by changes in temperature and precipitation;Effects of sea level rise and/or invasive species on resources managed by the DOI in Florida; orImpacts of climate driven changes in water availability on DOI managed resources in the Colorado River Basin. Note that the three possible projects identified above represent real situations and threatened resources; however, they are not referencing any specific activity or project within DOI. They are intended to be examples of the type of situations or questions that are routinely raised by DOI officials and others. As such, the focus of this demonstration is not on the specific response to these situations but rather the vendors ability to quickly assimilate data into meaningful responses to any DOI related emergency response, policy, or land management situation. The white papers must identify a demonstration activity and the approach for addressing the following key technical challenges: To discover and access online geospatial data resources across the internet from many sourcesTo integrate geospatial and other data into a common analysis and visualization frameworkTo maintain dynamic linkage to DOI and NOAA data and/or application servicesTo apply complex analysis and models to these dataTo present results in map, graphs and charts, and in narrative formTo publish and disseminate resultsTo extend these capabilities (from above) quickly and easily to address other future information needsTo address large scale problems with cloud computing services The interested party must demonstrate the ability to discover data without assistance or intermediation by the Government, to access these data, and to present the results of data interpretations to the Government and partner scientists in a meaningful way. The Government anticipates that the interested party will create visualizations in map, graph, and chart format, and provide a narrative explanation of the visualization products. It is expected that responses to this RFI will address at least one of the climate change threats or vulnerable resources from the above lists that are directly related to the topic being addressed. The data used for this demonstration project should be DOI or National Oceanic and Atmospheric Administration (NOAA) data that is freely available via the internet or other open access sources. Interested parties shall prepare their submission to this RFI without DOI assistance in any post-processing or manipulation of available data. The Government does not anticipate this effort would require investments in software development in order to respond to this requirement. Interested parties must pass the following criteria to be invited to provide a demonstration of their capabilities to the Government (Phase Two): Interested party must have commercially available software which can be user configured (without software programming) to address situations similar in scope and complexity as the three potential demonstration projects identified above.Interested party must identify at least one publically accessible online resource utilizing cloud computing services which utilizes the offered technology.Clear documentation of the approach for addressing the key technical challenges. The Government requests that the white paper include (1) a cover page identifying the topic being addressed, the organization name and address of the lead interested party, a point of contact (POC) name with phone number and e-mail address, the organization and address of any potential cooperators or partners (including Federal entities); (2) a project abstract of not more than 250 words that provides a summary of the proposed work, and addresses relevance to the topic being addressed (but containing NO proprietary information or restrictive markings); and (3) a proposal summary of not more than 5 pages addressing ONE of the aforementioned topics in as much detail as possible within the page constraint. A page is defined as 8 x 11 inches, single-spaced, portrait layout, one-sided, with one inch margins and in type no smaller than 12 point Times New Roman font. Do NOT include corporate or personnel qualifications, past experience, or any supplemental information. Do NOT include detailed pricing or cost information. PHASE TWO: Following review of the Phase One submissions, interested parties who have successfully met the aforementioned criteria will be invited to demonstrate their capabilities at a future date which is mutually agreed upon between the interested party and the Government. Details and information about the demonstration (time limit, location, etc.) will be provided with the invitation to provide a demonstration. The invitation will be extended through the Contracting Officer. All business concerns who believe they possess the capabilities described above should submit the following information to the contracting officer no later than 3PM EST Monday, April 18, 2011: 1.White paper submission as described above. (Limit seven pages.)2.Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. (Limit two pages.)3.Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) (Include in white paper cover letter.)4.Point of contact information for vendor, Cage Code, and D&B Number. (Include in white paper cover letter.)5.Any other information that will prove the vendor is capable of performing the required effort. (Include in white paper cover letter.) Submissions (original plus one copy) should be mailed to the attention of Brenda Donnelly, Contract Specialist, 12201 Sunrise Valley Drive, MS 205, Reston, VA, 20192 by 3PM EST Monday, April 18, 2011. Late submissions will not be accepted. Email and fax responses will not be accepted or evaluated. Please note the Government will not pay for or reimburse any cost (travel expenses, presentation material expenses, etc.) associated with providing a demonstration to the Government. Furthermore, all information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation, unless invited to provide a demonstration of their capabilities. This is not a request for proposals. The Government does not intend to award a contract based on responses received under this announcement. All questions and concerns may be submitted to the contracting officer via email only at bdonnelly@usgs.gov no later than 5PM EST Wednesday, April 13, 2011.
