Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Neany Inc., 44010 Commerce Ave., Hollywood, MD for the procurement of up to a qty. of 50 Ground Control Shelters and up to a qty. of 150 45 KVA Diesel Power Generator's for the Special Surveillance Programs Office. Both the Ground Control Stations and the 45 KVA Diesel Power Generator's shall be delivered with a complete set of support documentation including operator's manuals and maintenance manuals. The Ground Control Shelter shall include the following requirements; 12 ' enclosure, S-280C/G, 35 unit Rack System, shielded, customized workspace for four to five people, trailer mounted for mobility, up to 2 hours of backup power, high-performance reduced noise environmental control unit (ECU), 24k BTU/5kw shelter mounted ECU, separate conduit for power and control signals, classified and unclassified signal separation, empty weight of 3,000 pounds, service life of 15 years service, operating temperature between -40 degrees F and +125 degrees F, floor load without deformation of 2,500 pounds over a three square feet area, roof load for personnel of 660 pounds over a two square feet area, water tight to a fording depth of twenty-one inches, three full-length, replaceable, shock absorbing skids, side access steps for roof access, GCS shelter to power internal components and systems, four 19" and two 40" HD monitors, 6 Computers. The 45 KVA Diesel Generator shall include the following requirements; Support electrical load of 185 amps, fuel capacity of 54 gallons, full load consumption rate of under 1.64 gallons per hour, provide critical power by an 11 KVA uninterruptible power supply (UPS) that can support a 91 amp load, provide configured GCS critical power of 9,000 watts/36amps, UPS provide enough battery capacity to power components over two hours, provide an environmental control unit that supports a load of 21,000 watts. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
