- NASA/DFRC has a requirement for to support and sustain flight research and flightoperations of Ikhana Unmanned Aerial System (UAS)aircraft (NASA 870 is a General AtomicsMQ-9 aircraft) and any additional NASA operated aircraft from the Predator family ofUnmanned Aircraft and associated ground systems, which NASA may acquire. The contractorshall support and provide the following:(1) Design analysis and systems engineering;(2)simulation support; (3)software development; (4)hardware development; (5)subsystemtesting; (6) engineering support and on-site field services; (7) operations support;(8)logistics support for Predator unique requirements (i.e. aircraft and ground controlstation spare parts, and deployment expertise); (9)technical data updates,maintenance/operations procedures and/or drawings used for aircraft maintenance and/ordesign and manufacture to facilitate modification or repair of the aircraft in support ofspecific Ikhana research projects; (10)pilot and maintenance crew training; (11) aircraftoperational support equipment;and (12) spares. NASA/DFRC intends to purchase the items from exclusively from General AtomicsAeronautical Systems, Inc. (GA-ASI). The authority for proceeding with this procurementwithout full and open competition is 10 USC 2304(c)(1) - Only One Responsible Source. The Government procured from GA-ASI the Ikhana UAS aircraft (GA-ASI MQ-9 aircraft). GS-ASI is the sole manufacturer and supplier of this aircraft, spare parts, maintenanceand training capabilities. The engineering and technical support will require design,modification drawings, systems and software specifications and intellectual propertywhich are proprietary to GA-ASI and are unavailable from any other company. Accordingly,only GA-ASI can meet the requirements of this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon April 25, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice. All questions MUST bein writing and should be directed to Mr. Medina not later than 4:30 p.m. local time onApril 25, 2011.
