Description
THIS IS A PRE-SOLICITATION NOTICE ONLY. The solicitation for this project will be available on or about April 26, 2011 at https://www.neco.navy.mil. Naval Facilities Engineering Command Midwest, Great Lakes, IL is currently seeking HUB Zone construction contractors for Solicitation Number N40083-11-R-3016 to obtain construction services to provide cleanout of the Raw Water Intake Lines (design-build), Naval Station, Great Lakes, IL. Project Scope is: The scope of work includes removing the sediment from the Raw Water Intake Pipe. There are three 1 1/2 inch HDPE chlorine solution lines, one 1/1/4 inch HDPE sample line, and one 3 inch HDPE flotation line present inside the 36" intake pipe. The total length of the intake is approximately 8,223 feet. The scope of work includes: Removal of sediment to be disposed on offsite according to local, State, and Federal guidelines, Closed circuit television inspection with audio description of the entire intake pipe to evaluate the condition of the lines; contractor is responsible for obtaining any and all permits for whatever method of cleaning proposed. The solicitation will be issued as a HUB Zone set-aside. The Government will only accept offers from HUB Zone concerns. This is a negotiated procurement, using the Tradeoff Process on the Best Value Continuum in accordance with FAR 15.101-1 that will result in a Firm Fixed-Price Construction Contract. The Government anticipates a contract award for this project in June 2011. The NAICS Code for this procurement is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $33.5 million dollars. In accordance with FAR 36.204, the project magnitude is between $1,000,000 and $5,000,000. The contract duration is 120 calendar days from date of contract award. SITE VISIT: The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. A site visit is planned; the date and time will be announced in the solicitation. NOTE: THIS WILL BE THE ONLY SITE VISIT HELD FOR THIS SOLICITATION. Additional requests for site visits will not be entertained. The solicitation will be posted to https://www.neco.navy.mil, under solicitation number N40083-11-R-3016. This will be the only method of distribution of amendments; therefore IT IS THE OFFERORS RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. The Government will not pay for information requested nor will it compensate any respondent for any proposal. The successful offeror must be currently registered in the Central Contractor Registration (CCR) database, with a valid DUNS number, prior to contract award. Offerors not already registered in the CCR database are highly encouraged to do so by calling 1 (888) 227-2423, or via internet at http://www.ccr.gov. Failure to register in the CCR database may render the successful offeror ineligible for award. In accordance with FAR Clause 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans, all offerors must be registered on https://vets100-vets.dol.gov to be eligible to receive the contract award.
