- JOB CORPS NATIONAL DATA COLLECTION PROJECT DOL111RI20360 The U.S. Department of Labor, Office of Job Corps is seeking qualified contractors that can provide support for the Job Corps National Survey Data Collection project. We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, and the Small Business Standard is $7 million. Job Corps is an open-entry/open-exit, career skills, academic, and life skills education and vocational training program for at risk youth, ages 16 through 24. With 124 centers in 48 states, the District of Columbia and Puerto Rico (and additional three new centers will be in operation by 2012), Job Corps is primarily residential with a small non-residential component. The program was established in 1964 and is presently authorized under Title I of the Workforce Investment Act (WIA) of 1998. The program is administered by the U.S. Department of Labor, Employment and Training Administration, Office of Job Corps. In addition to a National Office, there are six Job Corps Regional Offices located nationwide. The primary objective of the Job Corps National Survey Data Collection project is to (1) Provide infrastructure/ data processing support for Workforce Investment Act (WIA) reporting requirements and continuous program improvement; and (2) Provide technical assistance and training to Job Corps National Office, regional offices and centers in the areas of continuous improvement, best practices and other programmatic areas. Activities undertaken to support this mandate: -Collecting survey data -Processing and analyzing data collected -Preparing specialized reports for dissemination, including web site hosting activities -Providing technical assistance and training All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of qualifications are: (1) Experience conducting nation-wide telephone interviews to obtain data (2) Experience training staff and overseeing and validating the data collected by survey staff (3) Experience working with large survey databases (4) Experience preparing specialized reports and analysis (5) Experience conducting needs assessments and preparing technical assistance materials In addition, please provide cost estimates for this project. The contract is for one year, with four option years - five years total. On average, the number of student interviews completed per month is approximately 4,000.
