- Attachment C -- Service Centers Building Lists FPE Professional Services Solicitation (SOW) GS-11P-11-YA-D-0038 Attachment D -- Past Performance Questionnaire Attachment B -- Service Center Pricing Schedules/Sheets Attachment E -- Organizational Conflict of Interest Statement The General Services Administration (GSA), Public Buildings Service (PBS), Acquisition management Division (AMD) has a requirement to support the Safety, Environment, and Fire Protection Branch for the National Capital Region (NCR). GSA plans to procure and award a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Fire Protection Engineering (FPE) Professional Services to be rendered at each of the five (5) Service Centers within the NCR. Firm fixed price task orders will be issued under these contracts as FPE professional services are required on specific projects. Each contract will consist of a one year base period and four (4) option years to be exercised at the Government's discretion. The base year and four option years will each have an annual Maximum Order Limit (MOL) of $500,000 for a total potential contract amount of $2,500,000 over the total five (5) year contract period. Since a multiple award contract will be made, Offerors will be given a fair opportunity to be considered based on their qualifications and capacity to perform the required work. Also, Offerors will have the liberty to submit a price proposal for one or more of the five Service Centers. This Solicitation sets forth requirements for proposals for a Multiple Award IDIQ Contract to execute the Services described in the Solicitation Documents. Proposals conforming to the Solicitation requirements and "Method of Award -- Evaluation Factors" shall be considered in determining award of individual contracts. The Government anticipates awarding a Multiple Award IDIQ Contract to five (5) selected Offerors, subject to the conditions set forth herein. The Task Orders to be issued under each contract shall consist of performing and delivering services as required in the Description of Tasks and Efforts/Skills and Deliverables of the Statement of Work (SOW), Section III. Each contract will include unit labor rates for various FPE related disciplines for each of the five Service Centers (See Attachment --). Extensions of these unit prices times the associated man-hours determined to be fair and reasonable for the level of effort indicated by the scope of work will be used to determine the amount of each individual task order.
