Description
Facilities and Equipment Maintenance (FEM) System Support Performance Work Statement 1.0 DESCRIPTION OF SERVICES. The contractor shall provide all labor and services to provide systems analysis, technical support and report/web development in support of the Facilities and Equipment Maintenance (FEM) system. This includes assistance in defining and implementing user interfaces and assisting the customers in realigning business processes. The D130 Facilities and Equipment Maintenance (FEM) system provides an automated tracking and control system for managing facilities and equipment including emergency, corrective and preventive maintenance, project planning, equipment calibration, equipment maintenance contracts, inventory control, purchasing, costing for equipment, material and labor, equipment dispatches/moves and tool management. 1.2 FEM SUPPORT. 1.2.1 Support Activities. The contractor will provide functional and technical FEM software support to the following business areas: Precision Measurement Equipment Laboratory (PMEL), Industrial Plant Equipment (IPE), Ground Support Equipment (GSE), Owner Maintenance (OM) and Tool Management (TM). - Assist in defining approaches to requirements and business process changes in relationship with the FEM software. - Provide system level programming and administration support for all functional and technical aspects to support FEM software, FEM Web and FEM Self Service. - Troubleshoot hardware and software issues as needed in support of FEM system. - Track all work being conducted in support of the FEM system using electronic ticketing system as specified by system Office of Primary Responsibility (OPR). 1.2.2 Report Writing. The contractor will develop detailed web-based reports based on functional user requirements in SQR, SQL, Access, Actuate Report Writer, Crystal Report Writer software, ASP or NET. - Provide analysis, testing and implementation of these reports. - Maintain and modify all existing reports as needed in order to meet the users' specifications. 1.2.3 Customer Service. Provide customer support to FEM system users. - Assist users in the use of FEM software when revisions/updates are implemented. - Assist in identifying and documenting system discrepancies and/or new requirements. - Provide any hands-on or classroom training to the users as specified by the system Office of Primary Responsibility (OPR). - Develop user reference guides as needed in support of FEM software. 2.0 SERVICES SUMMARY. Performance Objectives PWS Para. Performance Threshold Provide timely and responsive support 1.2.3 Respond to submitted customer feedbacks/trouble tickets within 1 work day. Problem plan of action by next work day. 3.0 GOVERNMENT FURNISHED PROPERTYAND SERVICES. 3.1 GOVERNMENT FURNISHED PROPERTY (GFP). The Government shall provide facilities (office space with desk and chair), equipment (computer, access to printer, copier and fax), materials (all related office supplies) necessary to perform. 3.2 GOVERNMENT FURNISHED SERVICES. The Government shall furnish the Contractor access to Government personnel and management data required for support of the work effort. In addition, the Government shall provide telephone service consisting of Class 3 (formerly referred to as class C) and Class 1 (formerly referred to as Class A) service, to include DSN service. Telephone service classes are defined in AFI 33-111, 24 Mar 05, Voice Systems Management, Section B, para. 31. The Contractor shall ensure that usage of Government provided telephones is limited to official Government business. 4.0 GENERAL INFORMATION. 4.1 HOURS OF OPERATION. 4.1.1 Normal Hours of Operation. Contractor personnel working on-site at Robins AFB shall schedule working hours to support the working schedule of the area to which they are assigned between the hours of 7:00 a.m. and 6:00 p.m., Monday through Friday. Prior Government approval needs to be given if the workday starts before 7:00 a.m. or extends beyond 6:00 p.m. It is understood and expected that normal personal and vacation time off will occur during this period of performance and will be coordinated with the appropriate government personnel. 4.1.2 After Hours. Work required to be performed outside of normal duty hours will be coordinated with the Government POC. 4.1.3 Federal Holidays and other Non-Work Periods. The Contractor shall observe the following federal holidays: New Year's Day, Martin Luther King's Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on Sunday, it will be observed on the Monday immediately following the holiday. If the holiday falls on Saturday, it will be observed on the immediately preceding Friday. In addition, the Contractor shall observe all energy days and/or other down days as directed by WR-ALC Center Commander and/or AFMC. 4.2 RESERVED. 4.3 NETWORK ACCESS. Network access is a privilege that may be extended to contractor employees. It will be granted only after all criteria have been met and may be suspended for cause as defined in AFI 33-115 Vol 2, Section 5.6. Network access will be approved IAW AFI 31-501, AFI 31-601, AFI 33-115 Vols I and II, AFI 33-202, AFMAN 33-223, AFSSI 5027, DoD 5200.40, and DoD 5220.22. Per AFI 33-115V2, "every individual who has access to the Air Force network (af.mil) domain, specialized systems and mission systems is a network user. Before becoming an AF network user, an individual must be trained and licensed. This process of training and licensing ensures that every Air Force network user is trained and aware of the basic principles of network security and their role in Information Assurance (IA)." Every AF network user must possess a current and favorable National Agency Check (NAC) and Local Files Check (LFC). The NAC is a requirement for working on Government installations and any costs associated with obtaining the NAC shall be the responsibility of the Contractor. In addition, contractors performing in an IT-I position (DoD 5200.2R, Appendix K, Para 7) require a current and favorable Limited Background Investigation (LBI). Foreign Nationals must meet the requirements of AF 31-501 prior to access. Access by Foreign Nationals must be processed and approved by the Foreign Disclosure Office (FDO) in accordance with AFSSI 8522 Paras 3.2.1 and 3.2.3. 4.3.1 Contractor Identification Badges. The contractor shall complete all necessary documents for all Contractor personnel requiring access to Robins AFB. Common Access Cards (CAC) will be required for all on-site contractor personnel. This documentation will be provided through the Contracting Officer to the organization Trusted Agent for entering into the Contractor Verification System (CVS). Additional instructions for applications will be sent to the e-mail address provided for the application. Prior to application approval, each individual will be reviewed for eligibility in the JPAS system and checked against the WR-ALC barment roster. 4.3.1.1 The Contractor's Program Manager or alternate shall complete an "Unescorted Entry Authorization Certificate" (AF 2586) for each employee requiring entry into controlled and/or restricted areas. The Contractor shall request restricted area badges for employees according to RAFBI 31-101, Installation Security Program. 4.3.1.2 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. 4.3.2 Security Clearances. For Contractors requiring unescorted entry to restricted areas, access to sensitive unclassified information, access to Government automated information systems (AIS) and/or sensitive equipment, not involving access to classified information, the Contractor's personnel security questionnaire is processed by the sponsoring AF activity per DOD 5200.2-R and AFI 31-501. Contractors performing in an IT-II position require a Secret Clearance. Contractors performing in an IT-I position require a Top Secret Clearance. 4.3.3 DoDD 8570 Training. Per Department of Defense Directive 8570 (DoD 8570), all persons, including contractors, who conduct Information Assurance functions in assigned duty positions are required to carry an approved certification for their particular job. 4.4 SERVICES DURING CRISIS. As determined by the Functional Commander/Director, DODI 3020.37, Continuation of Essential DoD Contractor Services During Crisis does not apply. 4.5 RECORDS, FILES, DOCUMENTS AND WORK PAPERS. All official records (regardless of media) as defined in 44 U.S.C. Part 3301 and AFI 33-322, 29Jan04, Privacy Act Program, Para. 2; are the property of the U.S. Government and shall remain so upon termination or completion of this contract. 4.6 ENVIRONMENTAL TRAINING. Requirements for contracts performed on AF installation all contractors who physically perform work on Robins AFB must receive EMS awareness training. All prime contractors must complete the training prior to beginning work on RAFB and must ensure that all subcontractors comply with this requirement. 78 CEG/CEV developed EMS training. Working knowledge of the following software and tools are required. 4.7.1 Languages. 4.7.1.1 HyperText Markup Language (HTML) 4.7.1.2 Structured Query Language (SQL) 4.7.1.3 Microsoft Visual Basic for applications and visual basic script 4.7.2 Tools 4.7.2.1 Microsoft Office Professional Suite 4.7.2.2 Microsoft SQL Server Suite 4.7.2.3 Oracle Suite 4.7.2.4 IBM Maximo 4.7.2.5 Microsoft Visual Studio.NET 4.7.2.6 Visual Scribe's SQL Query Report (SQR) Writer 4.7.2.7 Seagate Crystal Report Writer 4.7.2.8 Actuate Report Writer 4.7.3 Database Engines 4.7.3.1 Microsoft SQL Server 4.7.3.2 Oracle 4.8 MEETINGS AND TRAINING. Contractor personnel may be required to attend additional functions such as seminars, conferences, workshops, and educational courses. If the CO determines attendance to be necessary the Government shall provide the required funding. The Government shall provide technical training for new Government equipment, requirements, and or new technologies not addressed in this PWS. This training shall be provided only to an initial cadre of Contractor personnel requiring specialized formal training, not to exceed 25 percent of the affected personnel. The Government shall be responsible for all approved costs associated with the training. 4.9 TRANSITION. At time of contract expiration, if there is a change in service provider, the incumbent service provider shall provide familiarization with all projects currently under development to the follow-on service provider. All documentation, customer contact information, etc. shall be passed on to the follow-on service provider. During the transition familiarization period, the incumbent shall be fully responsible for operation of all phases of this contract. In the event the follow-on contract is awarded to other than the incumbent, the incumbent service provider shall cooperate to the extent required to permit an orderly change over to the successful service provider. 5.0.
