- The VA Medical Center, Salem, Virginia is seeking the services of a General Construction firm with experience in Design/Build projects for a future procurement for Minor Project No. 658-311, Building 8 Expansion/Renovation - Addition for Acute Mental Health. The scope of work for this project is the Contractor shall provide all labor, materials, tools, equipment, transportation, qualified supervision, and design-build services necessary for completion of design and construction of a building addition to Building 8 which will house the Acute Mental Health treatment function for the VAMC, Salem, Virginia. Design/Build (DB) as defined by the Department of Veterans Affairs (VA) is the procurement by the Government, under one contract, with one firm or joint venture (JV) for both design and construction services for a specific project. Award will be made to a construction firm, not an A/E firm. For the design effort, the Design/Build Contractor shall utilize the drawings, specifications, and requirements contained in a solicitation to be issued at a later date. The contractor shall complete a design subject to approval of the Contracting Officer. The construction effort shall include all labor, materials, tools, equipment, transportation, qualified supervision and other requirements to complete construction of the fully functional building addition including connection to existing Building 8 ground floor per the approved drawings and specifications. All drawings, specifications, and other information included in this future Request for Proposal (RFP) are considered to be approximately 50% completed construction documents and are subject to revision and final approval by the Contracting Officer as part of the Design/Build process. Funds are not currently available for this project. The VAMC, Salem, expect to receive funds by the end of this Fiscal Year. This sources sought is to determine availability of experienced General Construction firms (NAICS Code 236220, Commercial and Institutional Building Construction) that have experience in the erection of health care facilities with a focus on mental hygiene settings, have Veteran-Owned, Small Business (VOSB) or Service-Disabled, Veteran-Owned (SDVOSB) status, having bonding capacity up to $10 million, and have a 180-minute (3 hour) response time to the Salem, Virginia VAMC. VOSB or SDVOSB A/E firms that meet the above criteria are encouraged to respond to this sources sought notice by 12:00 p.m. (noon local time), Tuesday, April 19, 2011. Please answer the questions below and send to Teresa Holley, VISN 6 NCA Contracting Officer, at teresa.holley@va.gov. Please be explicit with your responses and include examples. 1. Name of firm, address, DUNS number, years of general construction, years of design/build experience, and distance (response time as above) from the VA Medical Center, Salem, Virginia. If the establishment of a joint venture is anticipated to respond to this specific project, provide this information for both firms. 2. Has your firm directly worked on design/build projects, general construction related to health care settings, and/or mental hygiene health care settings? If so, be specific as to type, nature, location, services provided, amount of design/construction cost of the project, and provide a point of contact name and phone number for each project. If the design portion of the project was not done in-house; i.e., performed by an A/E firm as either a JV or as a subcontractor, include this information. 3. Does your firm currently have the capacity to provide all necessary labor, materials, tools, equipment, transportation, and design services to complete the 50% drawings, specifications, and any technical reports, from design stage through the construction of the design? If so, provide a brief synopsis of how your firm will designate resources to this project using an approximate start date of October/November, 2011. 4. Is your firm capable of providing all documents and designs electronically in the current version of AutoCad/Architectural Desktop/Auto CAD MEP and Microsoft Word? 5. Is your firm listed in CCR, VETS 100, VetBiz and ORCA as either a VOSB or SDVOSB with an applicable NAICS code of 236220, Commercial and Institutional Building Construction (small business size standard of $33.5 million applies)? 6.
