Description
Additional Questions to Industry: In addition to the information previously requested, industry responders are encouraged to address significant capabilities not already identified in the RFI that would be of value in the execution of MCOTEA's mission. Such additional information shall be incorporated as additional rows in the spreadsheet response. Lastly, the government is seeking Industry ™s advice on appropriate incentive structures that a contractor would find value in should the government solicit a contract type of Fixed Price Incentives Fee (FPI). Questions and Answers to Date-- Q - Is it the government ™s intent to limit responses in Part One to the per cell character limits inherent to Excel ™s functionality? A - The government, and specifically MCOTEA, is currently using MS Office Excel 2007 and the character limits for an individual cell are considered to be adequate, given the constraint on the size of RFI responses. If necessary, contractors can insert an additional row within the spreadsheet to provide an effective description of relevant capabilities. Q - If it is the government ™s intent to limit responses as described in question 1, could the government clarify these limits specifically? A - It is not the government's intent to limit responses, other than to constrain the overall length of the RFI response. Q - If it is not the government ™s intent to limit responses as described in question 1, how does the government prefer respondents address any need to use multiple cells in response to any single item identified in Part One? A - It is not the government's intent to limit responses, other than to constrain the overall length of the RFI response. If necessary, contractors can insert an additional row within the spreadsheet to provide an effective description of relevant capabilities. Q - Will the government consider allowing respondents to utilize a MS Word table for responses to Part One? A - Responses shall be in Excel spreadsheet format. Q - Part One provides instructions on the core capabilities utilizing the Matrix provided. Are we to assume the response to Part One is to incorporated within the Matrix provided? Or will a supplemental narrative be expected as well? A - Responses shall be in Excel spreadsheet format addressing each of the government ™s called out areas. Should the contractor not exceed the 25 page limit and have additional page availability after addressing each of the areas within the Excel matrix template provided, then the contractor may choose to submit additional information by means of his own choosing.
