Description

VA Medical Center, Wilkes-Barre, PA is seeking qualified A/E Firms to furnish professional services for the design of Project No. 693-10-109, Convert Existing SPD Space to Clinical. Provide all necessary design to prepare construction documents (CD's) including drawings and specifications. THIS ACQUISITION IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) CONCERNS. The VA Medical Center anticipates the award of a firm-fixed-price contract. The applicable North American Industry Classification System Code (NAICS) for this procurement is 541310. To be considered a small business under this code the SBA size standard must not exceed $4.5 Million dollars average annual gross revenues for the past three fiscal years. The construction cost range for the project is $1,000,000 - $2,000.,000. Provide all necessary design to prepare construction documents including drawings and specifications for the following work: Renovation of the existing SPD (approximately 3000 SF) and converting it into clinical space, which will include offices, exam rooms, and waiting/reception area. The space is located on the 3rd floor of the Wilkes-Barre VA Medical Center. Work under this project will include architectural, electrical, mechanical/HVAC, and plumbing design for the new clinical space. Services required are for site investigation, design development, preliminary drawings, construction drawings, specifications, cost estimates, and construction period services. The A/E will work with VA Project Manager to develop phasing plan, prioritization of items, and budgetary costs per phase of specific repairs and maintenance. Design will include the application of VA space criteria to provide for the proper program space. All designs/repairs must, at a minimum, be in accordance with all applicable Federal, State and Local codes as well as the Department of Veterans Affairs (VA) publications (Master Construction Specifications, Space Criteria, Construction Standards, etc.). Work under this project may involve environmental considerations, such as lead paint and/or asbestos removal, which shall be addressed within the design and included within the Construction Bid Package. Consideration is limited to A/E firms with a working office located within a 100 miles radius of the VA Medical Center, Wilkes-Barre, PA 18711. Interested SDVOSB firms that meet the requirements listed in this announcement are invited to submit two (2) copies of SF-330 Part I and Part II to the Contracting Officer, Attn: Karen Whalen, VA Medical Center, 1111 East End Blvd., Wilkes-Barre, PA 18711, and reference the announcement number and project title listed NLT 2:00 PM Eastern Standard Time (EST), April 28, 2011.
