- Market Survey Announcement for Delivery Services In accordance with the Federal Aviation Administration Acquisition Management System (FAA AMS), T3.2.1.2, "Market Analysis", Industry is hereby notified that the FAA intends to award a national contract for the following services: Express Next Day Delivery (Early Morning, Mid-Morning and Afternoon)Express 2 DayDeliveryExpress 3 Day DeliveryGround Routine Delivery The purpose of this Market Survey is to: Identify interested and qualified vendors who currently provide these services commercially and wish to offer these services to the FAA.Obtain industry comment and input to the proposed draft statement of work.Assess the current capability of industry to modify or adjust their current commercial and government practices to meet specific unique requirements of the FAA. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, and or data submitted or preparation costs for submittals in response to this notice. The FAA is not seeking or accepting unsolicited proposals. Since this is for information and planning purposes, no evaluation letters or results will be issued to respondents. At this time the nature of the competition has not been determined. The FAA may decide to do an unrestricted open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) program. The principle North American Industry Classification System NAIC code for this effort is: 492110 - Couriers and Express Delivery Services Size Standard in number of employees is 1,500 In order to make the determination regarding the nature of competition for this requirement, the FAA requires the following information from interested vendors:1.In the table below please provide a brief description of your service and area of coverage: Required ServiceDescriptionArea of CoverageExpress Small Package Same DayExpress Small Package Next DayExpress Small Package 2 DayExpress Small Package 3 DayExpress Heavy Weight 1 DayExpress Heavy Weight 2 DayExpress Heavy Weight 3 DayGround ServicesReturn Services 2.Do you currently provide any or all of these services to other Federal Government Agencies? If yes please indentify the current agencies and level of service (primary or secondary provider and all or limited services).3.Are there other services that you provide that you believe should be included in the contract?4.Are there services that we are requiring that you believe should not be included in the contract?5.Describe your ability structure our existing account, assign new accounts and manage FAA accounts in alignment with our organization including deletion of inactive accounts.6.Can you provide automatic credit or no charge for late deliveries? If not what information you are willing to provide to FAA to assist us in automating the requests for refund and any limits you have on those requests.7.The FAA has requirement of 95% on time delivery, what penalty would you propose for any month in which the service level agreement is not met?8.Section C.3.5 of our Draft Statement of Work, describes our requirements for interfacing your shipping and tracking data with our logistics and financial systems. Briefly describe you ability to meet these requirements.9.Section C.3.3(c) of the Draft Statement of Work has specific requirements for pick up at our Logistics Center. Can you meet this requirement? Vendor responses to the questions above must not exceed 1 page per question in length (excluding cover letter). Comments on Draft SOW - Vendors may provide comments or suggestions regarding the Draft SOW. Comments on the Draft SOW are not considered part of the question answering submission page limit. The government may or may not incorporate changes into the draft SOW based on the submitted comments.Business Declaration - Vendors must complete and submit the attached Business Declaration form. Marketing or sales material must not be included in the response. NOTE: SHOULD A SCREENING INFORMATION REQUEST (SIR) BE ISSUED AS A RESULT OF THIS MARKET SURVEY, ONLY THOSE VENDORS THAT RESPOND TO THIS MARKET SURVERY ANNOUNCEMENT WILL RECEIVE THE SIR AND BE CONSIDERED FOR AWARD All submissions must be received by 12:00 noon, Eastern Standard Time on Friday, April 29, 2011. Complete submissions received after this date will be determined late and will not be considered.
