Description
NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). This U.S. Department of Housing & Urban Development (HUD) Washington, D.C. announcement constitutes a NOPCA for proposed award of a sole source follow-on contract to Yardi Systems, Incorporated: 430 South Fairview Avenue Santa Barbara, CA 93117-3627. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(ii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". In this case HUD may deem products and/or services to be available only from the original sources in the case of follow-on contracts for the continued provision of highly specialized products or services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the agency's requirements. The Government intends to purchase contractor support to obtain a cost-effective means to manage Single Family Asset Management's (SFAM) single family real estate owned (REO) properties to include data tracking and analysis needs using a Business Service Provider (BSP). The BSP is expected to receive, store, display, manage and analyze data relative to single family real property management and disposition activities while providing current access (as required) to HUD's Real-Estate Owned (REO) portfolio for HUD employees and its designees. The service provider's system must have the ability to be altered to meet HUD specific needs and interface with current systems used to manage and support all HUD owned assets at the time of award. All responsible sources may submit a capability statement, proposal, or quotation within 15 days after publication of this notice for consideration by the agency. Information submitted shall be sufficient to determine capability in providing the business service product and/or services required by the agency. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. Capability statements must be sent to the point of contact listed below. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
