Description
J&A The basis for this sole source award is to meet an urgent, short term need for additional storage space from only one responsible source. This warehouse is one of the three that, when combined, provide storage space of approximately 440,000 sq. ft. In 2009, that was the amount of space determined to be required to accommodate the large quantity of equipment procurements anticipated in late 2009 and 2010 to replace aging equipment at airports used for passenger and checked baggage screening. Program forecasts were that new equipment deployments and the corresponding disposition of old, replaced equipment would be complete by February 2012. Accordingly, the base period for the lease of this warehouse was established as two years (vs. 5 for the other two warehouses) with the expectation that, by that time, TSA's requirement for warehouse space could be satisfied by the remaining two warehouses. Unfortunately, unforeseen programmatic issues have delays deployments while deliveries of new equipment have continued. Space quickly filled up and all three warehouses are nearly at 100% capacity. These issues are expected to be resolved in the next 90-120 days, at which time deployments are expected to commence at a pace that will gradually ease the space problem and, if successful, still allow TSA to let the current lease expire in February 2012. Meanwhile, a short term need for additional space exists. An additional 50,000 sq. ft. of space is available within the current warehouse that is expected to be sufficient to satisfy this short term requirement. The space is usable without the need to reconfigure or otherwise alter. Without this additional space, once warehouse capacity is reached, deliveries will have to be turned away which could impact other TSA contract requirements and leave the Government open to liability for additional costs.
