- The United States Department of Transportation, Research and Innovative Technology Administration (RITA), Volpe National Transportation Systems Center (Volpe Center) is assisting the Federal Aviation Administration's (FAA) Office of Environment and Energy in a review of the International Civil Aviation Organization's (ICAO) Annex 16, Volume II, "Aircraft Engine Emissions" with the objective of writing and publishing an Environmental Technical Manual (ETM) on Emissions for use by the international community. The goal of the Volpe Center's continuing review is to identify areas of concern within the remaining parts of Annex 16, Volume II. The Volpe Center, in support of the FAA, seeks a contractor to provide technical support of the development and writing of the "Equivalent Methods" documentation and to identify an acceptable international standard for the geometric conditions for reflection in density measurements. A detailed Statement of Work will be set forth in the Request for Quotation (RFQ). The complete RFQ will be issued on or about April 22, 2011. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $4.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures, and is a 100% small business set-aside. The Volpe Center uses electronic commerce to issue RFQs and amendments to RFQs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on the Federal Business Opportunities (FedBizOpps) website at the following address: http://www.FBO.gov. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
