- In accordance with FAR parts 12 and 13, Commercial and Simplified Acquisition Procedures, the US EPA requires a commercially available off-the-shelf Fourier Infrared Transform Spectrometer (FTIR) Zero Air Monitor, with installation and commissioning. A variety of emissions regulations have been implemented for vehicles and engines as part of the Clean Air Act and its Amendments. The EPA National Vehicle and Fuel Emissions Laboratory (NVFEL) has the responsibility for testing vehicles and engines to ensure compliance with these regulations. As part of that testing, NVFEL uses high purity gases that need to be monitored to ensure compliance with the Code of Federal Regulations specifications for vehicle testing. The EPA seeks to purchase a Fourier Transform Infrared Spectrometer to monitor and quantitate impurities in the purified air system. The instrument will be dedicated to the analysis of high purity gases. The primary function will be to monitor the purified air, bu t other high purity gases will occasionally be analyzed. As part of this requirement the Contractor shall have total system responsibility, which shall include all phases of the project, design/configuration, assembly, integration, quality assurance, delivery to EPA NVFEL, installation, calibration, commissioning, acceptance testing, documentation and training of EPA staff. The Contractor shall be responsible for documenting measurement traceability and system acceptance in a manner suitable for audit to ISO 17025 standards. The instrument shall be a bench top unit, dedicated to the analysis of gases and must be configured to readily accept sample gas lines. Michelson type interferometer and factory set components. The path length cell shall have bare gold coated mirrors and ZnSe windows. Scan range shall be at least 5000 CM ? 1 to 500 CM ? 1, with the lowest selectable spectral resolution of 0.5 CM-1 or better. The instrument shall have and InSb liquid nitrogen cooled dete ctor. The instrument shall meet the following detection limits: 1.0 ppb for CO, CO2, H20, CH4, and total hydrocarbons. Dry air or nitrogen purge and an oil free diaphragm pump shall be included as additional component to evacuate the system. The instrument shall interface to a PC with a Microsoft Windows-based operating system. The instrument shall meet ISO 17025 standards, with calibration certificates for all measuring transducers. The Contractor shall provide the operation manual and the maintenance manual for the instrument and any accessories. A CD-ROM version of the operation manual is acceptable.This procurement is being conducted with full and open competitive procedures under NAICS code 334516 with a size standard of 500 employees. Award will be made using best value evaluation criteria. The solicitation will be released through www.fedbizopps.gov and www.fedconnect.net.
