Description
The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a project entitled, Little Goose Intake Gantry Crane at Little Goose Dam, Dayton, Washington. This will be a firm-fixed-price contract. The North American Industry Classification System (NAICS) code for this project is 333923 and the associated small business size standard is 500 employees. This sources-sought announcement is being issued to identify small business concerns with the capability to designing and manufacturing, with on-site installation and testing. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1) A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2) A statement or list of your firm's current or past technical experience similar to or the same as the summary scope of work for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work. Include a point of contact name, phone number and email address. 4) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business). Submit this information to Jani Long, Contract Specialist, 201 North 3rd Avenue, Walla Walla, Washington 99362 or via email to jani.c.long@usace.army.mil. Your response to this notice must be received, in writing, on or before 4:00PM (local time) on April 21, 2011. The following is a description of the crane and the contractor's requirements: A new 130-ton intake gantry crane shall be provided for Little Goose Lock and Dam. The Contractor shall be registered with CMAA and have at least 6 years experience within the last 10 years in designing and manufacturing cranes of the type, size and load rating as described in this notice. The Contractor shall have experience primarily in designing and manufacturing new heavy duty gantry, special purpose service cranes, or semi-gantry cranes of this size and complexity, with on-site installation and load testing as secondary. Bridge/OET cranes are not considered relevant. The new crane shall run on the existing rails on gantry trucks. The gantry crane shall have a trolley with a main hoist and an outside actuating hoist. The machinery shall have covers. An operator's cab and remote shall be provided to operate the crane. The crane controls shall be a VFD system. The crane will have the latest technology for the communication, load indication and CCTV systems. The crane shall have two power sources with a diesel generator set and a cable reel. The crane shall be custom designed and fabricated to meet specific operational requirements as no pre-engineered kit cranes will be allowed. The crane will be a turn-key project from design to installation and manufactured from one responsible source normally in the business of providing crane design and manufacturing services that is similar to the size and complexity of this 130-ton crane. The contractor must clearly demonstrate that its firm has technical experience as either the designer or manufacturer. If the contractor does not assume both roles in this contract, then it must clearly demonstrate that its major subcontractor has the technical experience as either the designer or manufacturer. Contractor personnel involved in the design, manufacturing, installation and testing shall have the required credentials (professional registrations, training or certifications) and experience related to this type of work. Similar size and complexity is a gantry crane that provides approximately 178 feet of total lift and stands about 65 feet in height above the embedded rails, with operator control of crane motions accomplished by control switches located on the consoles of the operator's chair, pendant stations, and the radio transmitter. The gantry structure will be integrated into the complete design package and the structural frame carrying primary loads shall have its allowable stresses defined as the lesser of 45% of the yield or 75% of AISC 316 allowable stresses for ASTM A36/36M or ASTM A572/A572M steel. Those not carrying primary loads shall be designed to 100% of AISC 316 allowable stresses. Anticipated life cycle is 40 years. The assembled crane will require load testing and acceptance along with the removal of the existing 100-ton gantry intake crane.
