- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested; a written solicitation will not be issued. This solicitation and any resultant award will be processed in accordance with FAR 13 Simplified Acquisition Procedure. This is a 100% Small BusinessSet-aside. NAICS code is 454390. The business size standard is $7.0M. Solicitation W15QKN-11-T- D045 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, Effective 30 December 2010. The U.S. Army Contracting Center-Picatinny, Picatinny Arsenal, NJ 07806-5000, has a requirement for Bottled Water per 5 gallon bottle, that meets all the attached SOW requirements: (See attachment). The period of performance includes one base year and four (4)-one (1) year options. The base year and option year CLIN structure for pricing are also an attachment. Quoters responding to this announcement shall submit their proposal in accordance with FAR 52.212-1. Submission of proposal shall include the following: technical, delivery/schedule, and price inclusive of 1 yr warranty: all pricing quoted shall be F.O.B. destination. Quoters shall have a valid registration in the Central Contractor Registration (CCR). Quoters shall also have a valid registration in the Online Representations and Certification Application (ORCA) or include with their quote a completed copy of the provision at 52.212-3, Offeror Representations and Certification Application. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. The evaluation of quotes will be conducted utilizing the lowest priced technically acceptable evaluation approach. Award will be made to the quoter whose overall quote is the lowest priced and meets the requirements of the SOW. Under this evaluation approach, a quote would not receive any additional credit for exceeding the requirements of the SOW. The Government intends to evaluate quotes and award a contract without discussions with quoters. Only one quote per contractor will be accepted.
