Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) for the National Human Genome Research Institute (NHGRI), Laboratory of Therapeutics for Rare and Neglected Diseases (TRND), a branch of the NIH Chemical Genomics Center (NCGC) to negotiate/award a purchase order to DJK Scientific Inc., 939 AEC Drive, Wood Dale, IL, 60191, for the purchase of Wako Hornet NX Pintool dispenser pins. The Laboratory of Therapeutics for Rare and Neglected Disease (TRND), a branch of the NIH Center for Translational Therapeutics (NCTT), is requesting dispenser pins that are compatible with the DJK Pintool instrument. The pins are needed to perform assays in 1536 well format. Running assays in 1536 well plates translates to a very small volume; 5-10 micro liter range. One of the biggest obstacles in working with such small volumes is the ability to transfer even smaller volumes of compound/drug; 20-50 nano liter range. These pins are designed to accurately transfer such small volumes. Furthermore, a rigorous wash cycle is implemented with these pins to reduce the amount of compound/drug carry over from one plate to the next. These are compatible with the reagents used in this rigorous wash cycle that is currently used on a daily bases at the NCTT. Substantial effort has gone into determining the appropriate pintool for compound/drug transfer into 1536 well pates, and these originally provided pins are the only option currently available on the market that meets NCTT's requirements. The sole source determination is based on the fact that this identical technology is needed to reproduce performance and protocol transfer between the laboratories within the NCTT. This additional unit will improve data consistency and quality, enabling a seamless transition of assays from the bench to the full automation between the laboratories of the NCTT. In order to maximize the technology available to NCTT staff, this additional unit will enable NCTT to replicate and duplicate existing protocols and will allow NCTT the flexibility to use the exact same technology for all protocols. Using this same technology will eliminate the introduction of costly new variables into the data and this factor will result in huge cost savings to the center in terms of man hours and consumables costs. Qty.-1800, FP1CS 10 PINS, 10 nL pins, 0.457 mm diameter, 33 mm length This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-50, March 16, 2011. The North American Industry Classification (NAICS) Code is 423840 and the Size Standard is 100 Employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
