- TITLE: RESEARCH VESSEL TRIPS FOR OBSERVER TRAINING The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of National Marine Fisheries Service (NMFS) of the Beaufort Laboratory for research vessel charter services. Both recently enacted and pending management actions by the South Atlantic Fishery Management Council will result in considerable reductions in availability of fishery-dependent data for many fish species in the snapper-grouper complex, resulting in an increased need for the fishery-independent (FI) data. As a result, the NOAA Fisheries Southeast Fisheries Science Center initiated FI survey efforts in FY10. The goal of this work is to collect FI data on reef fish resources in the U.S. South Atlantic region. Cruise operations in 2011-2015 will range from 20-75 days at-sea and will support the following at-sea tasks: Stationary camera surveys of reef fish resources; Collect reef fish using chevron fish traps; Conduct total water column CTD profiles; Collect and process fish samples for transport to on-shore laboratories (wet lab operations); and At-sea data entry (dry lab operations). Scope: The Contractor shall provide charter services of a research vessel for multiple cruises totaling 20-75 days at-sea in southeast US continental shelf waters, with a focus on areas offshore of South Carolina, Georgia and Florida. The charter will include accommodation and food for a party of up to 18 scientific personnel. The cruises will involve intensive gear deployment (e.g., traps, cameras, longlines, CTD) and retrieval. At-sea operations will involve visiting up to 24 discrete sites per day, requiring vessel idling for gear deployment (traps, cameras, longlines and CTD) and retrieval during daylight hours and potentially at night. Stations depths are expected to range from 15-120m. Contractor will be required to assist with gear deployment and retrieval (e.g., crane and pot hauler operations). Scientific personnel will operate 24 hours a day (two shifts working 6-hrs-on, 6-hrs-off, or 12-hrs-on, 12 hrs-off schedules), with sample processing and data entry occurring predominantly at night within ship laboratory spaces. Aside from gear deployment and retrieval, cruising speed operation during daylight hours are estimated at (< 4 hrs) and night hours (<12 hrs) for transit between sampling sites. This is an unrestricted competitive solicitation. The North American Industry Classification System (NAICS) code for the acquisition is 483114 Coastal and Great Lakes Passenger Transportation. The solicitation and proposed fixed-price contract will be issued utilizing the test procedures identified in FAR Subpart 13.5, Test Program For Certain Commercial Items and will be evaluated on a best value basis wherein the following factors listed in descending order of importance 1 - 3, when combined, are significantly more important than price: (1) Vessel Capacity and Characteristics; (2) Operational Equipment; (3) Master's and crew's Resume; and (4) Price. The solicitation will be available electronically on or about April 11, 2011 via FedBizOpps at www.fedbizopps.gov.
