Description
Government Answers in Response to Questions from Interested Vendors for RFQ # D11PS18878 Solicitation Amendment 2 1. Since this is a "100% Small Business Set-Aside", we would assume that the lead must be taken by a business concern.is that correct? Answer: The lead or prime contractor must be with a small business concern vendor. 2. If # 1 above is true, then would an institute of higher education be eligible to participate as a subcontractor to the submitting Business Concern/Partner? Answer: A higher education institute, being a university or college, may participate as a subcontractor as long as it does not surpass the percentage of contract work to be performed by the small business concern Contractor. A services contract requires that 50 percent of the cost for contract performance incurred by personnel be spent on employees of the prime. In this case, the prime is the small business. 3. If the prime contractor has limited past performance history pertaining to this solicitation can a current employee of a potential subcontractor be temporarily hired by the prime thus bringing past performance qualification into the prime's past performance capability? If so how should the past performance be worded in the contract? Answer: The resulting purchase order will be awarded to the prime contractor (a small business). Past performance will be evaluation per the solicitation and in accordance with the established evaluation factors per FAR Part 52.212-2. The Government will evaluate the offeror's past performance of the prime offeror (prime contractor; thus, the one which has privity with the Government). If the prime offeror does not have any past performance, then the Government will issue a neutral rating when conducting evaluations.
