- Solicitation Number: RTSMED04112011 Notice Type: Presolicitation Synopsis: TITLE: Sole Source Extension of Contract W91LV2-07-C-0008 for Regional Training Sites - Medical (RTS-MED) The Mission and Installation Contracting Command (MICC)-United States Army Reserve (USAR) Contracting Center at Fort Dix, New Jersey intends to extend contract number W91LV2-07-C-0008 for a total of six (6) months plus three (3) one-month option periods on a sole source basis to Lockheed-Martin Electronic Systems. A six month contract extension is needed to allow the Government sufficient time to award a follow-on RTS MED contract on a competitive basis and to allow for the necessary phase in period for the new contract. The three one-month option periods will only be used to protect against any unexpected delays in the award of the new contract. RTS MED requirements include Medical Readiness Training and Maintenance Services at Camp Parks, California, Fort McCoy, Wisconsin, Fort Gordon, Georgia and other satellite sites. The current contract will expire on 30 September 2011. The proposed extension periods-of-performance are 01 Oct 2011-31 Mar 2012 to include three (3) one-month option periods beginning on 01 Apr 2012-30 Jun 2012, if required. The proposed contract extension will be awarded on a sole source because the size and complexity of the requirement necessitate a phase in period for the inventory of equipment and materials. The incumbent contractor, Lockheed-Martin Electronic Systems, is the only source capable of beginning performance immediately to meet the Government's needs without a significant and unallowable break in service. Additionally, the investment associated with a requirement of this size and nature cannot be recouped by a new contractor within the short performance time allotted for the proposed contract extension. This proposed contractual action will be made under the authority of FAR 6.302-1(a)(2)(iii)(A)(B), Only One Responsible Source Will Satisfy Agency Requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, responsible sources who submit a timely capability statement or proposal will be considered by the Agency. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement. The closing date for this synopsis is 21 April 2011 at 4:30 P.M. Eastern Standard Time. The anticipated award date of this extension is no later than 15 September 2011.
