- This is a Request for Information (RFI) by the Defense Advanced Research Projects Agency (DARPA). DARPA, within the guidelines described in its charter, wishes to support research to assist the Department of Defense and the Federal Government in addressing the cross-agency challenges associated with securing proprietary data stored in commercial mobile devices (CMDs). The primary purpose of this RFI is to discover new technologies and methods to support full disk and system encryption of the CMDs (specifically Apple and Android platforms) to include a pre-boot environment to load the operating system. The solution must use an AES-256 bit encryption algorithm compliant with FIPS 140-2 as published by the National Institute of Standards and Technology (NIST). In order to meet this objective, DARPA extends an invitation to industry and universities to submit a whitepaper with ideas/concepts that describe an innovative existing technology approach that can be deployed in less than 90 days. The whitepaper should include a brief summary of the company/team including prior work, and the team's ability to support this work; an overview of the new technology or innovative existing technology approach; and a rough order of magnitude (ROM) on the cost to implement this approach. White paper format will be a one page cover sheet that identifies the contact information including the title, organization, responder's points of contact (names, addresses, phone number, and email addresses); Microsoft PowerPoint slides, not to exceed five slides, summarizing key aspects of the response; and Microsoft Word or PDF file, 12-point font, not to exceed five pages, describing the response. This is an RFI issued solely for information gathering purposes; this RFI does not constitute a formal solicitation for proposals or abstracts. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. DARPA will not provide reimbursement for costs incurred in responding to this RFI. Submission of a white paper is not required to propose to Broad Agency Announcements or research announcements on this topic. No classified information should be included in the RFI response. Respondents are advised that DARPA is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DARPA to any further actions related to this topic including requesting follow-on proposals from vendors responding to this RFI. White paper submissions containing proprietary data should have the cover page and each page containing proprietary data clearly marked as containing proprietary data. It is the proposer's responsibility to clearly define to the Government what is considered proprietary data. Responses to this RFI should be submitted electronically to Mr. Brian Eshenbrenner, Director of Security and Intelligence, DARPA-SN-11-34@darpa.mil. Any inquiries on this RFI must be submitted to this email. No telephone inquiries will be accepted. All RFI responses should be received no later than 7:00am EST, 2 May 2011. Please refer to the 'Full Disk Encryption Method for iPad' in all correspondence.
