- PRE SOLICITATION FOR NAVFAC MIDWEST INDEFINITE DELIVERY/INDEFINITE QUANTITY (ID/IQ) MINI-MULTIPLE AWARD CONSTRUCTION CONTRACT (MINI-MACC) The solicitation will be available for downloading on or about May 15, 2011. This acquisition will be issued using a single phase evaluation for a Multiple Award Construction Contract (Mini-MACC) that will be utilized to acquire various construction services, including labor, material, equipment, supervision and transportation necessary to complete new construction, renovation, alteration, and maintenance projects with some design capability required by various Navy and Marine Corps Reserve Centers in the following six states; Illinois; Indiana; Michigan; Minnesota; Wisconsin, and Ohio. The Request for Proposal will be a 100% competitive solicitation set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) firms located in the contiguous United States. The NAICS Code for this procurement is 236220, with a size standard of $31 million. The contract will be for a 12-month base year with two potential 12-month option years for a maximum duration of 36 months. The solicitation will result in a maximum of five (5) Mini-MACC awards to the responsible Offerors whose proposal confirms to the RFP. The Offeror that provides the Best Value technical and price proposal for the Seed Project ; Potential Task Order (PTO) 0001, will receive the award for the seed project. This award will serve as the minimum guarantee for this Offeror. The remaining (4) four awardees will each receive a guarantee minimum of $2,500. The potential evaluation factors for the Mini-MACC are as follows: Factor 1: Relative Experience; (Subfactor 1A) Construction Experience; (Subfactor 1B) Design Experience; Factor 2: Past Performance; Factor 3: Safety; (Subfactor 3A) Experience Modification Rate (EMR); (Subfactor 3B) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART); (Subfactor 3C) Technical Approach for Safety; Factor 4 Management Approach; (Subfactor 4A) Management Approach; (Subfactor 4B) Key Personnel; (Subfactor 4C) Teaming and Partnering/Joint Venture Agreements; Factor 5: Technical Approach for Proposed Task Order 0001, for the Miscellaneous Repairs at the Navy Operation Support Center (NOSC) Milwaukee, Wisconsin project. Factor 6: Price Proposal. The Offeror that provides the Best Value proposal, technical and price, will receive the award for PTO-0001 which will serve as the guarantee minimum for this Offeror. The estimated price for the Potential Task Order - 0001 ranges from $400,000 to $450,000. The remaining four (4) Mini-MACC awardees will each receive a guarantee minimum of $2,500. The estimate range of task orders awarded under this contract is between $2,500 and $500,000, there may be an occasional project ranging from $500,000 to $1 million. The basic contract period shall be for three years; 12-month base year with two potential option years for a potential total of (36 months) with a maximum value not to exceed $5 million. The NAICS Code for this proposed procurement is 236220, Commercial and Institutional Building Construction and the annual size standard is NTE $31million. Subsequent Task Orders: Offerors who receive a Mini-MACC award will be given the opportunity to compete on subsequent task orders. Each task order will site a specific completion date and associated liquidated damages. Some task orders will be jointly scoped by the Mini-MACC awardees and the government, while other task orders will be fully scoped by the government. Task orders may be design/build or 100% designed projects. Mini-MACC awardees will be required to participate on task order site visits and submit proposals. Participation in the pre-proposal conference and/or site visits for future task orders will be the responsibility of the Offeror and are not reimbursable by the Government. Each Mini-MACC awardee shall have the ability to opt out of submitting up to two proposals per calendar year. Failure of the Offeror to participate in site visits and failure to submit proposals may result in the Government not exercising the option to extend the contract. Only the selected contractors will be permitted to compete on future task orders. Proposals received from other contractors will not be accepted. A minimum of two proposals per task order will satisfy the competitive requirements and preclude the necessity of soliciting for a replacement contractor. Subsequent task orders may be awarded on either a tradeoff or low-price technically acceptable basis. If the Government decides to utilize the tradeoff process, evaluation factors will vary depending on the unique requirements of each task order. If the low price, technically acceptable method is used, the lowest price proposed that is technically acceptable will receive the task order award. The Government intends on issuing the RFP Solicitation for the Mini-MACC through the Internet at www.esol.navfac.navy.mil. All prospective offerors MUST register themselves on the website. The official plan holders list will be created by registration and is available from the website only. Amendments will also be posted on the website for downloading. This will be the normal method for distributing amendments; therefore it is the offerors responsibility to check the website periodically for any amendments to this solicitation. Offers will not be publicly opened. The number of offers received, the identity of the offers received, the amount of any offer or relative standing of the offers will not be disclosed to anyone until the time of contract award. IMPORTANT NOTICE: All contractors submitting bids, proposals or quotes on Department of Defense solicitations must be registered in the Central Contractor Registration (CCR) prior to award of the contract.
