REQUEST FOR INFORMATION/SOURCES SOUGHT Mobile Phone, Blackberry, and Mobile Internet Service PR&C Number: W90BRJ-1003-2001 1.0. Type of Notification: Sources Sought. This is a sources sought notice only; the purpose of this notice is to acquire knowledge about potential qualified sources. Responses to this notice are requested to include the following: a) Company name: _____________________________________ b) Address: _____________________________________ c) Point of contact:_____________________________________ d) Saudi Arabian company*: _____ Yes _____ No In addition, respondents are asked to provide a capability statement that addresses the organizations' qualifications and ability to perform as a prime contractor for the work described below. 2.0. Description: Service Requirement: The Office of Program Management (OPM), Saudi Arabian National Guard (SANG), requires Mobile Phone and Blackberry Services within the Kingdom of Saudi Arabia. The performance period will be 1 July 2011 - 30 June 2012. The inclusion of option years is being considered. Services will include but are not limited Mobile Phone Services, Blackberry Services, Mobile Data Services, and Mobile Broadband Services. Billing in English is requested. 3.0. General Information: Information submitted in response to this sources sought notice is to be used for planning purposes only. This notice shall not be construed as a request for proposal. The Government does not intend to award a contract on this basis, or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the government will accrue as a result of a submission or of a response or use of such information. Please return capability statements and responses to our questions by 4:30 p.m., Riyadh, Saudi Arabia Local time on 22 April 2011. Respondents may be contacted for additional information. A letter stating your interest or requesting a copy of the solicitation is not sufficient to determine contractor capability. The RFP and all associated documents, if issued, will be posted on the Army Single Face to Industry (ASFI) (https://acquisition.army.mil/asfi/) and Federal Business Opportunity (www.fbo.gov). NO SOLICITATION IS AVAILABLE AT THIS TIME and no date has been established for the RFP issuance. Current Usage: OPM SANG's currently has: 169 Quantity - mobile phones with national coverage 68 Quantity - Blackberry Enterprise Server National Plan with national coverage 35 Quantity - Unlimited Data USB Modems up to 21 Mbps 5 Quantity - 3G Unlimited Data Router up to 21Mbps Number of minutes used by OPM SANG personnel with regular cell phones: Average 509 minutes per user per month. Number of SMS sent and received by OPM SANG personnel with mobile phones: Average 142 total per month. Number of minutes used by OPM SANG personnel with Blackberries: Average 759 minutes per user per month. Number of SMS sent and received by OPM SANG personnel with Blackberries: Average 404 total per month. Data usage by OPM SANG personnel use with Blackberries: Average 322 MB per user per month. Data usage by OPM SANG personnel use with a 3G Mobile Internet Dongle: All 3G accounts should have unlimited data (Unknown Specifically). This service is required in Saudi Arabia. International data and voice roaming services should be available upon the request by OPM SANG. 5.0. Information requested: OPM SANG requires the following information: What mobile carriers operate within Saudi Arabia? What plan or plans would work best for our mobile phones, mobile internet, and blackberry service needs? Are there corporate plans available from mobile carriers within Saudi Arabia that allow for just a pool of minutes for users to draw from? What are some available corporate data plans that would meet OPM SANG's needs? Is it possible for service providers to propose rates for two (2) years in advance? In other words can service providers have options including in a contract with the US Government. "Option" means a unilateral right in a contract by which, for a specified time, the Government may elect to purchase additional supplies or services called for by the contract, or may elect to extend the term of the contract. Will service providers sign a contract with the US Government? Will a representative from the US Government be obligated to sign an outside service agreement; meaning an agreement outside of a contract using a Standard Form 1449? Are there brokers available within Saudi Arabia that can meet our needs? A broker is defined as a one who transacts business for another; an agent. In this arrangement a broker would transact business between OPM SANG and a mobile service provider within Saudi Arabia in order to provide OPM SANG a business arrangement that meets our needs. If a broker is utilized, what price premium or service charge would be included in a price proposal? How long would it take for OPM SANG or a broker to transfer numbers from one (1) service provider to another service provider within Saudi Arabia? How much would such a transfer affect price if this were accomplished by a broker? How practical is it to translate Arabic language bills to English language? Can industry in Saudi Arabia offer a practical solution to the issue of billing?
