Description: On or about April 21, 2011, the U.S. Fish and Wildlife, R7, Contracting Office intends to issue a Request for Quote (RFQ) to award a single, firm-fixed price construction contract for work to include the excavation, removal, and replacement of a water line located at Selawik National Wildlife Refuge, Kotzebue, Alaska. The solicitation, when posted, will be under number F11PS00590. The solicitation closing date will be on or about May 20,2011. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. The official solicitation, when posted, will be available free of charge by electronic posting only and may be found by searching the solicitation number F11PS00590 at www.fedbizopps.gov orhttp://ideasec.nbc.gov. PAPER COPIES OF THE SOLICITATION WILL NOT BE ISSUED. Amendments, if/when issued, will be posted towww.fedbizopps.gov and http://ideasec.nbc.gov for electronic downloading. This will be the only method of distributing amendments prior toclosing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. In accordance with FAR 19.502-2, this solicitation will be restricted to Small Business Interests only. The North American Industry Classification System code for this project will be 237110with a Small Business Size Standard of $33.5 M. IAW FAR 36.204, the estimated price range of this project is between $25,000 and $100,000. IAW agency procedure; this requirement will be subject to the Davis Bacon Act and will included FAR clause 52.219-4. The Scope of Work consists of furnishing all materials, transportation, equipment, labor, and supervision necessary to excavate, remove, and replace a water line, approximate 180 feet from unit #481 to main line at Selawik National Wildlife Refuge. See the complete Scope of Work with the solicitation, once posted. Site visit information will be provided with the solicitation. The anticipated period of performance is 30 calendar days after receipt of the Notice to Proceed. The actual project start date is subject to the winter thaw. The source selection process will be conducted in accordance with FAR Part 15.101-2. The intended contract will be awarded on the basis of the lowest evaluated price technically acceptable. The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. All responsible Small Business sources may submit a quote, which shall be considered by the agency.
