Description
NASA/HQ is hereby soliciting information about potential sources for the dailyoperations, production and engineering services for the NASA/HQ Television facility, anda variety of design and technical services to support the NASA Home Page (www.nasa.gov).The NASA/HQ facility is the broadcast center for NASA TV. At present, NASA TV is fourpublicly available channels (Public, Education, Media and HD) delivered by satellite andstreamed at nasa.gov. This requirement is the follow-on to contract NNH07CC90B withInnovative Technologies, Inc.The Contractor shall provide engineering services to support the NASA/HQ Televisiondistribution system and facility. Television productions include live programsoriginating at NASA/HQ and remote locations (such as NASA Centers), daily news feed, newsconferences, satellite interviews and coverage of NASA mission activities at remotelocations. Respondents shall demonstrate capabilities and experience in the following areas:1. Personnel with the capabilities and experience to perform the daily productionoperations of the NASA/HQ Television Master Control. Production personnel shall beskilled in master control operations, creative and technical writing for news andfeatures, voice-overs, audio and video editing, graphic design, set design, lighting,directing and camera operations. Personnel shall be knowledgeable in the creation,management and use of social media sites, such as Youtube, Facebook, etc.2. Broadcast and satellite television engineering. The engineers shall have theknowledge, skills and ability to maintain NASA/HQ Television infrastructure, includingdistribution systems, servers, routers, editing systems, satellite interface and MasterControl. Engineers shall have relevant experience in the use of fiber optic, internetprotocol television, web streaming (Ustream, Livestream, etc.), and digital and highdefinition television. Also, they shall have relevant experience with video and audioteleconferencing systems, traditional audio and video services and wireless internet. 3. Web design and technical development of interactive features and applications, videodigitization and captioning, technical design, database management, equipment maintenanceand digital library management. 4. Operational and production services including digital media operations, Internetstreaming network origination/playback; satellite and fiber transmissions; IP-media; IPvia satellite; webcasting; and studio and remote video productions.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 15 pages or less indicating theability to perform all aspects of the effort described herein.*NASA is seeking capabilities from all categories of SB for the purpose of determiningthe appropriate level of competition and/or SB subcontracting goals for thisrequirement.'Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted to Debbie Knox, no later than April27, 2011.
