Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research and to invite potential sources to submit detailed capability statements for the work described in this announcement. Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST), Manufacturing Extension Partnership (MEP) seeks a Geographic Information System (GIS) Program to integrate and analyze their in-house geographical data for various manufacturing industries that MEP supports. MEP has the following minimum requirements of a GIS package: MEP is seeking a GIS which must be able to: - Integrate MEP data into a system of already existing data systems (which include a multitude of economic indicators that can aid in understanding the Manufacturing Industry) - Aid MEP in attaining a better market understanding of US manufacturers by having the ability to analyze data at both a very micro level and an overall US aggregate level - Be able to place MEP data into the system in various formats (excel, access, etc.) Sources that have recent and relevant experience as a prime contractor in the aforementioned areas are encouraged to respond to this notice with a detailed capability statement of a maximum of ten (10) pages. The written response must include the following: 1. Your company name, address, phone number, and phone number and email address(es) for point(s) of contact. 2. Detailed description of the proposed GIS Software Package to include and address at a minimum answers to the following questions: • What kind of data comes with the software? And what is available to purchase that would enhance the use of the software? • What kind of training is necessary to use your software? • What is the procedure necessary to maintain the software and keep the information up to date? • How often is the information updated? • What would need to be purchased in addition to the basic software to keep it up to date? • If the system requires latitude and longitudinal coordinates to locate a destination, can the software translate street addresses into that code? 3. Detailed Proof of Capabilities by the proposed GIS Software to include Screenshots of how the program looks and Samples of the software functionality. Sources shall use Maryland as an example to show a thematic map of any data that pertains to a manufacturing concentration (specify in submission which data is used) and create a point map to look at specific firms- particularly ones in manufacturing. 4. Size of your company in terms of total current number of employees under NAICS 511210 Software Publishers. If your company is a subsidiary of another company, list the total revenue and number of employees for the parent organization and all subsidiaries. If your company is an 8(a) concern, a HUBZone small business concern or a Service-Disabled, Veteran-Owned Small Business under NAICS 511210 (size standard $25.0 million), please also indicate so and your current size under this NAICS. 5. If your company has its own GSA Federal Supply Schedule contract that includes disaster recovery services in its scope, provide your GSA Federal Supply Schedule Contract Number. Mere expressions of interest without providing the above requested details will not be considered a valid response to this notice. All responses to this notice shall be emailed to Janine Kerns at janine.kerns@nist.gov with the subject line "MEP GIS Software" so that they are received at that email addresses no later than the response date for this notice.
