Description

The proposed contract action is for services which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by close of business 14 April 2011 will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The U.S. Army Corps of Engineers, Baltimore District intends to negotiate with the University of Maryland Center for Environmental Sciences to perform hydrodynamic and larval transport modeling in Harris Creek. A three diminsional coupled hydrodynamic and larval transport model will be used to simulate oyster larval transport from a suite of proposed reef locations. The results will be used to guide site selection and construction of oyster reefs in Harris Creek. The work provided will conform to Department of Defense (DOD) requirements, Army policy and Executive Order 13148, Greening the Government Through Leadership in Environmental Management.
