Description
Announcement: In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.1.2.1 - this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) or REQUEST FOR PROPOSAL (RFP). Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The Principal North American Industry Classification System (NAICS) code for this requirement is 334511, Air traffic control radar systems and equipment manufacturing with a size standard of 750 employees. All responses (one per company) are to be provided on company letterhead and limited to a total of 20 typewritten pages. No type font less than 11 point may be used. Background: The TDWR was developed in the late 1980's and early 1990's as the primary ground-based wind shear protection system for detecting, tracking and advising air traffic controllers of severe weather events that may be hazardous to aircraft flying near major airports, especially during takeoff and landing. The FAA installed and operates 45 TDWRs serving 46 airports that were selected on the basis of aircraft traffic density and probability of severe weather conditions. In addition, there are two support systems located in Oklahoma for a total of 47 TDWR systems. The function of the TDWR radome is to protect the radar antenna and the antenna pedestal from wind and weather. It also protects personnel while working on the antenna, pedestal and related equipment. TDWR radomes are maintained by the FAA Logistics Center (FAALC) in Oklahoma City, OK. The TDWR Radome Replacement project is part of the FAA's program to extend the system's service life beyond 2020. The original radomes are at the end of their service life. The objective of the radome replacement project is to replace the radomes at 43 TDWR sites and to provide one depot spare. The first delivery would be made six months after contract award and installations would continue at the rate of two per month until all are complete. PURPOSE: This market survey is to provide information for the FAA to consider in choosing the method and type of procurement competition. The failure to obtain adequate and appropriate SBA 8(a) or other small business participation may result in a determination to conduct this procurement under other competitive procedures. The FAA requires copies of certification letters for interested service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. In order to make this determination the FAA requires the following information from interested vendors: CAPABILITY STATEMENT: All responders must provide a Capability Statement that addresses the following (in order): a.Type of services provided by your firm that demonstrate ability to perform the services described in the draft Statement of Work (SOW). b.Services provided under previous contracts for radome replacement that are similar in size, scope and complexity to this effort. Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, project dates, project value, customer point of contact, and description of work performed. Respondent must demonstrate ability to construct new radomes, remove and dispose of old radomes, and install the new radome. All work must be in accordance with the attached draft SOW and applicable environmental standards. c.The data needed for construction of the TDWR radome are proprietary to L3/ESSCO. This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government.
