Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-11-4389-03 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-38. The NAICS code applicable to this acquisition is 332420. The small business size standard500employees. This procurement is set aside for small business. Demolition of existing boiler and installation of new boiler in Crop Protection & Management Research Unit Building 1, Agricultural Research Service, U.S. Department of Agriculture Tifton Ga. 1.0 General Specifications A. In Building 1 CPMRU complete the demolition and removal of one existing Cleaver Brooks Fire tube boiler. Install new cast aluminum sectional boiler and associated boiler piping and venting, gas valves and controls. Contractor shall replace existing boiler supply and return loop with new water line. New boiler shall be a condensing cast aluminum sectional design. New boiler shall be C.S.A. certified at 96% efficiency. New boiler will be fueled by natural gas. New boiler shall have a minimum 5:1 turn down ratio New boiler shall be rated at 2,000,000 BTU/hr with a minimum boiler HP of 56 HP and a maximum of 58 HP. Maximum inlet gas pressure shall be 14" wc and minimum inlet gas pressure shall be 3" wc. Electrical requirement for the new boiler shall not exceed 120v, single phase and 60 hz and 15 amp or less service. Boiler shall have a maximum working pressure of 100 psig, a maximum allowable temperature of 200 degree F and a maximum operating temperature of 194 degrees F. New boiler shall be certified low NOx to standard SCAQMD 1146.2 New boiler shall be vented to ANSI Z223.1 standards. New boiler dimensions with gas valves and flame control included shall not exceed 56 inches tall, 30 'X! deep 77 'X! inches long. The heat exchanger and burner shall be warranted for 10 years to include parts and labor and the boiler shall be warranted for 10 years against thermal shock to include parts and labor. Contractor shall fill system and boilers with water and check for leaks. Contractor shall fire boiler, check operation and set combustion for maximum efficiency Contractor shall instruct location facilities personnel on the proper operation and chemical maintenance of the new boiler system 1.01 Contractor responsibilities The contractor shall furnish all material, labor, facilities, equipment, services, permit fees and incidentals to remove and replace boiler in accordance with this statement of work. The contractor shall be responsible for restoring the work area and auxiliary areas utilized during the boiler replacement to conditions equal to or better than the original. All contractors shall be required to complete a pre-bid inspection of the project before being allowed to bid on the project. The contractor shall comply with industry standards and use accepted state of the art materials and products throughout all phases of the project. The contractor shall complete all state and federal notifications and pay all associated fees. 2.0 Regulatory References All work shall be performed in compliance with current federal and state regulations, including U.S. EPA, OSHA and any other accepted state-of-the-art industry standards. The most recent edition of relevant regulations, standards, documents, or codes shall be in effect. 3.0 Pre- work Submittals The following documents shall be submitted to the USDA or their representative in a bound notebook at a mandatory preconstruction conference before beginning any work. A detailed set of blueprints and drawings for the new boiler and associated supply vents, exhaust and water lines. Documentation that the contractor is currently licensed as a mechanical contractor in the State of Georgia. Certificates of training from the boiler manufacturer stating that the contractor has received factory training on the supplied boiler. All necessary permits, licenses and insurance. Contractor shall provide proof of general liability insurance in the amount of $1,000,000.00 and shall provide proof of workers compensation insurance for each worker on the job site. Documents of contractor's notification to USDA contracting officer or their representative regarding the project schedule. 4.0 Stop Work Orders The USDA Contracting Officer or their representative may issue a stop work order at any time if concerns arise regarding employee or occupant safety, the integrity of the work area, security or other related concerns. If the USDA Contracting Officer or their representative issues a verbal or written "stop work order" due to personnel, environmental or property safety risks or due to violations of rules or regulations, the contractor shall immediately stop all work and shall have no right to project delay claims. The contractor shall not recommence work until authorized to do so by the USDA Contracting Officer or their representative. 5.0 Change Orders No work beyond the specified scope shall be performed without written permission by the USDA and an official approved change order. 6.0 Damage to USDA Property The USDA and/or their representative and the contractor shall inspect the work area prior to start of work and note all existing conditions. Any damage to USDA property by the contractor shall be promptly repaired by the contractor and assessed as a condition of final project acceptance. The contractor shall be responsible for restoring all work areas and surfaces to their original condition or better. The winning bidder shall be required to provide proof of general liability insurance in the amount of $1,000,000.00 (one million dollars) covering both the contractor and any subcontractors and shall also provide proof of workers compensation insurance covering all workers on the project. Estimated Cost $40,000 to $50,000 Past performance information: Offers shall provide information on past performance on contracts within the last three years for similar work called for in this solicitation which demonstrate an ability to meet the contract objectives. Offeror shall include the following information, as a minimum: the company name, the total contract value, a brief description of the requirement, an individual's name and contract information who can verify the information provided on the offeror's past performance. Delivery shall be FOB Destination. Delivery time is 30 days after receipt of award. Quoted price shall include all material, installation and commissioning costs. Evaluation of quotations will be made based on price and past performance. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic transfer. Vendor MUST send descriptive literature. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Governments's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
