- The RRRP replaces instrumentation radar systems at four Army test ranges: White Sands Test Center, Yuma Test Center, Redstone Test Center, and Aberdeen Test Center. The acquisition of modern instrumentation radar systems provides the test centers with improved radar resolution, sensitivity, accuracy, clutter suppression and reliability. The system consists of a radar sensor deployed in the field and Radar Operations Console (ROC) deployed in a range control facility. The ROC allows remote control of the radar over the network and reduces operational costs by reducing the crew size from four personnel per radar in the field to one person at the ROC. The mobility of the radar sensor decreases relocation time from two weeks to two days, increasing the operational tempo of the radar fleet and mission throughput. Mobility of the radars allows optimum radar placement for improved test data for the wide variety of test scenarios supported by each test center. A competitive source selection under Federal Acquisition Regulation (FAR) 15 as a best value utilizing the trade-off process will be used to determine the best value to the Government. The procurement awards one Indefinite-Delivery, Indefinite-Quantity (IDIQ) (in accordance with FAR 16.5) contract with a period of performance of 10 years to a prime contractor. The contract spans the Engineering and Manufacturing Development (EMD) and Production phases of the acquisition life cycle through field test and deployment. The RRRP schedule allows for up to three years of EMD followed by seven years of production. EMD ends with successful testing of first articles for Fly-Out radar, Close-In radar and the ROC. The EMD schedule includes three months of first article testing. The seven year production schedule includes Initial Operational Capability, Final Operational Capability and delivery of all radar systems, spare parts and training. Delivery schedules will be provided under the delivery order(s) issued. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement, Free Trade Agreements, and the Balance of Payments Act. A draft solicitation was posted on 31 March 2011. It is anticipated that the final solicitation will be posted in the 3rd Quarter of Calendar Year 2011. All interested parties will be provided sufficient time to ask questions about the final solicitation, once issued, and may submit a proposal which shall be considered by the agency. The final solicitation will be posted through the Government Point of Entry, Federal Business Opportunities at https://www.fedbizopps.gov and Army Single Face to Industry at https://acquisition.army.mil/asfi/. A Pre-Solicitation Conference is scheduled for 5 May 2011 and will be held at the below address: 3039 Technology Parkway Partnership III building Orlando, FL 32826-3276 The Conference will begin at 9:00am Eastern Standard Time (EST) with check-in beginning at 8:30am EST. The Conference will be limited to three representatives from each company. One-on-one meetings will be conducted at 1:00pm EST on 5 May 2011 and if needed will continue meetings on 6 May 2011. One hour will be allotted for one-on-ones.
