Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Boston Healthcare System, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, only one responsible source for the installation, testing and training of Skytron ® SkyVision Hybrid II Digital System and Skytron ® Ergon II Equipment Carriers. Installation to be completed at the Jamaica Plain Veteran Affairs Medical Center, Jamaica Plain, MA 02130-4817. Contract Amount Not to Exceed $34,217.00. This is intended to be awarded to a small business, REOS Medical, 56 Portland Road, Kennebunk, ME 49512l based on the fact that this contractor is the only contractor that can perform this work. They are an authorized distributor of Skytron ® products. The systems are manufactured by Skytron, the parts and software that run the system are proprietary and no other vendor has the software or parts to maintain, repair or troubleshoot the system. Skytron ® is an authorized Federal Supply Schedule Vendor and the parts are not open market. Because this is time sensitive, it must be completed in 90 days or less, the installation, training and testing of these Skytron ® systems and the anticipation of duplication of efforts or increased costs, it is more appropriate to sole source this requirement, per FAR 6.302-1(a)(2)(ii). A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This is not a Request for Proposal. However, companies that can provide an equal service must submit their technical capabilities, to include, technical specifications of their product, past performance information, price and delivery time. This information will be reviewed by the Government's technical representatives for consideration for future requirements. Email statements are preferred. Statements are due no later than 1:00pm on August 28, 2009. Contact Heather Simpson, heather.simpson3@va.gov. Phone inquiries will not be accepted. All vendors must be authorized by Skytron ® and provide proof. This is not a solicitation; it is a Notice of Intent to Sole Source requirement.
