- ****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with Oceanwide Science Institute to continue leasing of 9 self contained deep Ecological Acoustic Recorders for one year. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA) continued need for the long term moored Ecological Acoustic Recorders for National Marine Fisheries Services (NMFS). Market research shows the Oceanwide Science Institute is the only known vendor that supplies a long term moored Ecological Acoustic Recorders that the meets all requirements of (NMFS). The recorders must be less than 25lbs in the air and be hand deployed from a small skiff. They must be rated to a water depth of 300M and operate in water temperatures of -2 degrees C and should be designed to fit easily into an in-line subsurface mooring. The unit must be capable of recording on a duty cycle for up to a year at a time. The hydrophone should have sensitivity between -160 and -170dB re 1 V/uPa. The recorder should have programmable recording modes and a configurable sampling rate. The electronics setup should come with a combined CompactFlash and hard disk storage for optimal performance and storage capabilities. The recorders must be equipped with an energy detector that allows for maximum recording of the signals of interest while conserving batter power by having the system hibernate until a signal of interest is detected. The recorders should be designed to accept custom alkaline battery packs. Delivery date is July 1, 2011 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
