- Signed J&A This is a sole-source synopsis that provides notification of the 30th Contracting Squadron's intent to extend contract FA4610-04-C-0004, Launch Operations Support Contract (LOSC) for a period of three months. The period of performance for this extension will be from 1 April 2011 through 30 June 2011. This extension is needed to satisfy the Wing's LOSC requirement until award of LOSC solicitation; FA4610-08-R-0016 can be completed. Not awarding a three-month extension would cause serious injury to the government. The extension will be performed by the incumbent contractor, Call Henry Inc., 308 Pine Street Titusville, FL 32796-3556. A competitive set-aside was awarded on 20 Aug 2004 to provide LOSC services for the 30th Space Wing (30SW), Vandenberg AFB, CA. Services provide mission infrastructure support for the Launch and Test Range System (LTRS), Western Range operations, which is designated as a Major Range and Test Facility Base (MRTFB), Pillar Point, Anderson Peak, Hawaiian sites, Vandenberg Air Force Base (VAFB), and VAFB surrounding areas. Services include maintenance, modification, and modernization for the aging facility, property, and Western Range support equipment to ensure successful performance during tests, operations, and launch. Additional services provide periodic maintenance, operation, and repair of various infrastructure, and mandatory certification, maintenance, and operations of facility property and equipment (e.g. alarms, cranes & hoists, elevators, generators, mechanical, pressure vessels, structural, towers, utilities) which support critical mission requirements. The extension will provide for the continuation of uninterrupted services of the Vandenberg Air Force Base (VAFB) operations described above. This three-month extension of services is accomplished pursuant to 10 U.S.C. 2304(c) (1), 'Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, ' as implemented by FAR 6.302-1. This Notice of Intent is not a request for competitive proposals. Any response to this notice must show clear and convincing evidence that competition of the work required during the extension period would be advantageous to the Government. A determination by the Government not to compete this contract extension period based on this notice is solely within the discretion of the Government.
