- Solicitation Number: NIHOF2011378 Notice Type: Combined Synopsis/Solicitation Classification Code: 99--Miscellaneous NAICS Code: 541519 - Other Computer Related Services The solicitation number is NIHOF2011378 and is issued as a Request for Quotation (RFQ). The National Institutes of Health is conducting a MARKET SURVEY to determine the availability and capability of business sources, including small businesses to included 8(a), HUBzone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Total Small Business, Partial Small Business, capable of providing continued service and maintenance for utilities monitoring computer system. The contractor shall provide support for campus wide Supervisory Control and Data Acquisition (SCADA System), Onsite maintenance support, Emergency after hours support, Monthly reports and follow up Onsite administrative activities. Onsite Maintenance Support This activity includes performance management analyses carried out by conducting system checks which involves evaluating SCADA/DMS Network performance; disk space allocations; CPU performance; table sizing; memory swap space; reviewing hardware and software logs; system component configuration modifications and set ups. In addition, archiving historical data, making periodic backups of real time database, verifying the health of XOS machines and verifying integrity of system security is also included. Emergency After Hours Support 24/7 emergency phone support is required. Contact information shall be provided to the National Institutes of Health so that NIH personnel can contact technical support. Reports A monthly summary of all work in progress or completed work will be submitted to the Contracting Officer and the Project Officer. This report shall detail the support activities, the frequency of the activity and the number of hours utilized. It shall also include the name(s) of the personnel whom performed the service(s) listed with the report. The report summary will be provided via email in an Excel spreadsheet format. Follow Up Onsite Administrative Activities On site administration activities shall include performance management analyses carried out by conducting a system "health check" which involves the evaluation of the SCADA/DMS network performance; disk space allocations; CPU performance; memory swap space; table sizing; reviewing hardware and software logs, plus system component configurations modifications and set ups. The results of the system checks, area analyzed, and the necessary system tuning or modification to be performed. Improvements to overall system performance shall also be performed and these activities are to include archiving historical data, making periodic backups of the real time data base, verifying the health of XOS machines, and verifying the integrity of system integrity. It is the intent of the National Institutes of Health (NIH), Office of Research Facilities (ORF), to provide a campus wide SCADA system support for its electrical distribution system ranging in voltage from 34.5 kV to 480 V. This campus wide SCADA system will monitors the status of transformer network protectors, transformer temperature and pressure, UPS status, main circuit breakers on 480 V distribution boards and the tie breakers on 480 V distribution boards. The SCADA system also collects data continuously for power, volts, amps, and any outage conditions. DESCRIPTION OF REQUIREMENT: Network Manager SCADA/DMS provides all needed functionality to enhance the management of sub-transmission, medium and low voltage distribution networks. Powerful operation, planning and engineering features facilitate safe and efficient day-to-day operation and improve long-term flexibility and profitability. Performance Specification: Network Manager SCADA/DMS offers the following major functions: • SCADA, Real-time monitoring and control • Advanced Network Applications including network modeling • Outage Management include crew & resource management • Work Management SCADA, Real time monitoring and control Network Manager SCADA/DMS offers full SCADA functionality Including; • Data Acquisition • Device and Sequence Control • Alarms- and Events Management • Geographic World Maps • Schematic Network and Stations Diagrams • Temporary Network Devices • Network and Device Tagging • Work Order Handling and Service Diary Network State Estimation (real time load calibration) Load Flow calculations Short Circuit calculations Optimal Feeder Reconfiguration Loss Minimization (MVAr control) Load Management • Feeder Voltage Control • Load Switching Tracing and dynamic line coloring Fault Location, Isolation and System Restoration (FLISR) Automatic switching plan generation Network modeling Seamless HV, MV and LV Modeling Real-time simulation mode Connectivity Tracing and Analysis View and Analyze Network Conditions • "As-built" • "As-operated" The system was installed in 2003 and was designed, engineered and installed by Telvent USA (Houston, Texas). The Bethesda campus comprises approximately 320 acres, 3 main substations and 60 buildings. This notice is conducted according to FAR subpart 19.2 to survey the capabilities of companies to include small business to provide the required services and or supplies. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and an additional written solicitation will not be issued. The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-40 (March 23, 2010). The North American Industry Classification System (NAICS) Code is 541519 and the business size standard is $9.0 million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. 52.232-18 Availability of Funds. AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Only Open Market Pricing will be considered. This is an all-or-none requirement. Partial quotes will be deemed unresponsive and will not be evaluated. The Government will award a single purchase order to the responsible offeror whose offer conforms to the requirements, as stated, in this synopsis and is most advantageous to the Government based on the lowest price, technically acceptable. The Government reserves the right to make an award without discussions. The offer must include complete copies of the following provisions: (1) FAR Clause 52.212-1, Instructions to Offerors-Commercial (JUNE 2008); (2) FAR Clause 52.212-2, Evaluation Commercial Items (JAN 1999). As stated in FAR Clause 52.212-2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (a) technical evaluation, (b) management evaluation (c) price evaluation; (3) FAR Clause 52.212-3, Offeror Representation and Certifications-- Commercial Items (AUG 2009); (4) FAR Clause 52.212-4, Contract Terms and Conditions --Commercial Items (MAR 2009); and (5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-- Commercial Items (FEB 2010). Interested parties may identify their interest and capabilities to respond to the requirement by submitting a quote. This notice is an RFQ for competitive quotations. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely for the purpose of determining whether to conduct a competitive acquisition. The offeror must include in their quotation, the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the delivery terms (Destination or Origin), the Duns and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. NOTE: In order to receive an award from the Government, the contractors must have a valid registration in the Central Contractors Registration (CCR) www.ccr.gov.
