Description
Diagram of Roof of Building # 3 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-11-4389-02 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 2005-38. The NAICS code applicable to this acquisition is 238160. The small business size standard is $14,000,000 and 140 employees. This procurement is set aside for small business. Statement of Work ReRoof Head House, Bldg 3 Tifton, GA General: Install a structural standing seam steel roof system over an existing flat roof, approximately 3315 square feet, on Building # 3 Greenhouse Head House. The roofing system to be installed shall match existing roofs on Buildings # 1 and # 2 in profile and thickness 9gage). Color shall match existing building roofs and shall have a Kynar finish. Statement of Work: The contractor awarded this work shall provide all labor, materials, tools, equipment and other related services to design and provide a structural standing seam steel roof for Building # 3. All work shall be performed in accordance with all local, state, and federal codes and regulations. The attached sketches indicate the desired configuration of the new roof and existing features of the existing roof. The roof system shall include all perimeter flashing, gutters, and down spouts. The contractor shall use the roofing manufacturer's approved methods for installation, including all roof penetrations. The roofing panels shall not be field fabricated. All flashing and trim shall be made of the same material as the roof system. All roof curbs shall be color matched to the roof system. Design calculations shall be provided and shall be stamped by a registered professional engineer of the State of Georgia. Engineering drawings representing the installation will be provided and shall conform to the design in the stamped calculations. After installation, a 30 year warranty shall be provided from the manufacturer covering paint finish, perforation protection, and weather tightness. Building # 3 is supported with beams and structural decking. The existing beams are spaced greater than standard spacing thus the structural decking is heavy gage and approximately 6 inches deep. The retrofit framing for the roof shall include base runners, posts, rafters and purlins to provide for a hip roof design with a 3:12 slope. At the rear of the building, two greenhouses about the existing roof. A cricket shall be incorporated to divert rain water away from these interfaces. All roof penetrations shall be raised to the new roof level with roof curbs, ducting, polyvinyl chloride (PVC) pipe and ethylene diene -class (EPDM) deck-tights. Gutters shall be installed with down spouts as necessary to facilitate adequate drainage. Splash blocks shall be installed at the base of each down spout. The roof system shall incorporate vented eaves and soffits to be clad in the same material as the roof. The winning bidder shall be required to provide proof of general liability insurance in the amount of $1,000,000.00 (one million dollars) covering both the contractor and any subcontractors and shall also provide proof of workers compensation insurance covering all workers on the project. The contractor shall also be bonded for an amount equal to one and one half times the bid on the project. Estimated Cost $85,000 to $97,000 Pre Bid Inspection is May 3, 2011 at Building # 3, 109 Bermuda Drive, Tifton, GA 31794 at 10 AM. Past performance information: Offers shall provide information on past performance on contracts within the last three years for similar work called for in this solicitation which demonstrate an ability to meet the contract objectives. Offeror shall include the following information, as a minimum: the company name, the total contract value, a brief description of the requirement, an individual's name and contract information who can verify the information provided on the offeror's past performance. Delivery shall be FOB Destination. Delivery time is 30 days after receipt of award. Quoted price shall include all material, installation and commissioning costs. Evaluation of quotations will be made based on price and past performance. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic transfer. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Governments's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response.
