- DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN I, West Roxbury Medical Center. Transaction Number 4500-0769 2.Description of Action: (i.e.) "This is a request for other than full and open competition to replace batteries as required triennially. The vendor is Carefusion Solutions, LLC. 3.Description of Supplies or Services: The battery is an integral component to the Carefusion Alaris infusion system. The Alaris infusion system is used to administer fluids and medications intravenously to patients. 4.Statutory Authority: (x) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Validity of Use of Statutory Authority: This vendor is the OEM for the Alaris infusion system. There are no generic batteries that are compatible for this system. The required battery is part of the design of the system and has built-in temperature monitoring circuitry unique to the system. This vendor is the sole source of fully compatible batteries. 6.Actions to Promote Competition: None in this circumstance. 7.Determination of Fair and Reasonable Price: The anticipated price to the Government is considered to be fair and reasonable. 8.Market Survey (FAR 10): No market survey was performed due the uniqueness of the part needed. 9.Other Considerations: Only batteries approved for use by Carefusion are acceptable due to battery manager requirements and the thermostat contained in the battery assembly. At this time, no third party batteries have these features. 10.Listing of Sources that expressed, in writing, an interest in the acquisition: N/A 11.Statement of Actions to Overcome Barriers to Competition: None in this particular instance.
