- The VA Medical Center in Newington and West Haven Connecticut is seeking a contractor to conduct a hazardous waste determination to evaluate pharmaceuticals based on current inventory, a gap analysis on current plan, to improve waste stream identification, and the pharmaceutical waste management in VACHS. Conduct inventory analysis and waste determination based on the inventory provided by VACHS including In-patient, research, methadone clinic, outpatient pharmacy and any other dispensing locations, inventory in order to properly manage pharmaceutical waste throughout our organization. Provide VACHS with a detailed analysis identifying federally hazardous waste, State of CT hazardous and regulated waste along with complete waste stream management recommendations in accordance with Resource Conservation and Recovery Act (RCRA) 40 CFR 261and State of Connecticut Department of Environmental Protection (CT-DEP) regulations. Provide online access of PharmE ® Waste WizardSM to unlimited number of users from VACHS to search for pharmaceutical waste disposition information and identify RCRA hazardous waste, State hazardous and regulated waste, and other hazardous drugs, such as those listed on the OSHA or NIOSH Hazardous Drug Alert. Conduct on-site risk assessment and gap analysis: A review of VACHS's current hazardous pharmaceutical waste management plan, policies shall be conducted. A walk-through of areas involved in pharmaceutical waste management practices shall be conducted to evaluate current pharmaceutical management practices and procedures. Develop a gap analysis to determine the level of risk relative to the Federal EPA RCRA regulations and the regulations of CT-DEP. Provide a training program for Supervisors and organizational leaders regarding organizational compliance with the pharmaceutical waste management program. This training must include at a minimum, 1.Overview of regulations both State and Federal that impact on waste management 2.Definition of RCRA pharmaceutical wastes 3.Review of our formulary and the associated waste determinations 4.Explanation of VACHS pharmaceutical waste management program 5.Explanation of expectations of supervisors in support of this compliance program. The VA Medical Center is soliciting a Firm-Fixed price contract with a performance period to include a Base Year from 06/01/2011 - 05/31/2012 with a One Year Option Period for the use of software. The NAICS Code is 541620 and the size standard is $7.0 Million. Award will be based on the best value to the Government. Evaluation factors are technical capabilities, past performance, and price. The solicitation is a set aside for Small Businesses and will be available on or about April 12, 2011.
