- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO) on a sole source basis from Rolls Royce Naval Marine, Inc. in accordance with the authority of 41 U.S.C. 253(c)(1) "Only one responsible source." The government intends to acquire services, under the SAP threshold of $150,000, using FAR Part 13, Simplified Acquisition Procedures. Supplies and services the Government intends to procure are one (1) ABS-approved SAMM (Shipboard Automated Maintenance Management) system to interface with the OAS (Oil Analysis System); VMS (Vibration Monitoring System) and Spare Parts module on the NOAA Ship, Ferdinand Hassler; and installation service that will connect to a CMMS network database. Specifically, the work will include: 1) Install the SAMM system on NOAA Ship Ferdinand Hassler's computers and CMMS network database server. NOAA Ship Ferdinand Hassler has no sister ship to use as a template for developing the SAMM system. The SAMM program shall include OAS,VMS, and Spare Parts modules. Provide the following twith the installation of the SAMM system: a) Shipcheck to obtain all nameplate data. b) Periodic maintenance requirements forequipment that is applicable to fleet wide use of the same model. These requirements are based on manufacturer's periodic maintenance requirements. Maintenance requirements may apply to more than one equipment, and include entries unique to each of any other equipment jobs. c) Lube oil sampling requirements. These requirements are based on the criticality of the equipment and ABS requirements for "Continuous Maintnance." d) Vibration VTAG information for the VMS. This information shall be provided from DLI for interfacing with the SAMM system. e) ViPRe vibration data collector set to include an accelerometer, al cabling, a charger and a PR-1 wave generator for the collection of vibration data and interface with the SAMM system. f) Crew training in the SAMM program, replication, OAS, VMS, ViPRe vibration data collector operations and spare parts. Period of Performance: April 1, 2011 to September 30, 2011. Ship will be moored at Singing River Facility, Pascagoula, MS during shipcheck, onboard installations and training. Ship may relocate to Norfold, VA in June 2011. This vendor was identified by the program office as the only source that can meet the technical requirement of this service procurement. No other known vendor can provide these services to this required specification. The government intends to negotiate a firm-fixed price contract that will begin at the date of award and end at fiscal year-end, on September 30, 2011. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
