- The National Oceanic & Atmospheric Administration (NOAA), Acquisition & Grants Office, Western Acquisition Division, intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1 (b)(1), with Lynden Air Cargo LLC of Anchorage, AK to ship an ISO Helium Tank and chassis weighing 31,600 pounds northbound (from Seattle, WA to McGrath, AK) and southbound (from McGrath, AK to Seattle, WA). This publication serves as notice of intent to procure services. Sole Source determination is based on the Alaska Region National Weather Service Balloon Operations in McGrath, AK. The requirement is to have the ISO tank and chassis weighing 31,600 pounds (when full) shipped from Seattle, WA to McGrath, AK - then return the empty ISO tank and chassis weighing 31,000 pounds shipped from McGrath, AK to Seattle, WA. The tank is in a steel cage that is 20 feet long, 8 feet wide and 5 feet high. The chassis is 23 ½ feet long. The full helium tank contains 64,000 scf of helium. The NWS has obtained the required DOT exemption to transport this tank via air cargo planes. Based on market research Lynden Air Cargo LLC is the only known vendor that can provide the scheduled air freight services to and from the required destinations. This requirement is subject to the availability of funds. Period of Performance: May 1, 2011 to August 1, 2011. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation, such as the specifications of your product, in writing to the identified point of contact within 10 days after the publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
