- This is a Sources Sought Synopsis. There is no solicitation available at this time. This Sources Sought Synopsis is published for Market Research purposes only. The Fleet Industrial Supply Center (FISC) Puget Sound is seeking qualified sources for facilities support services to support the Strategic Weapons Facility Pacific (SWFPAC) Security Division Access Control and the Administrative, Training, Facility, and Logistics support services for Marine Corps Security Force Battalion (MCSFBn) (Marines and MAA) at Naval Base Kitsap, Bangor, WA. SWFPAC consists of active duty and civilian personnel, facilities, and equipment utilized to support its security mission. The SWFPAC security mission requires all support Contractor, Civilian, and Military personnel to have a Secret Security Clearance. The Navy estimates 28 full time equivalents (FTEs) to support these requirements. The Contractor shall make available and employ its facilities and personnel at the level of effort necessary to provide security force training and military personnel administrative support, technical logistics support services including Facility Management, Motor Transport, Supply Accountability and Requisitioning, Ammunition Accountability and Transport. SWFPAC active duty security forces utilize ammunition for security and training. Contracted support is required in the areas of ammunition accountability, storage, and transport to training ranges. These ammunition support functions require the contractor to be qualified medically, trained, and certified to handle ammunition. Transport of ammunition requires the Contractor to be familiar and certified to transport ammunition on public highways and roads. Interested small businesses should review and understand the requirements in Federal Acquisition Regulation (FAR) Part 19 and FAR clause 52.219-14, Limitations on Subcontracting. The statement of qualifications should include information that clearly demonstrates the respondent's capabilities, expertise and experience to perform the requirements. The Government anticipates the award of a Firm Fixed Price (FFP) contract using procedures in accordance with FAR Part 15. The estimated base period of performance would commence October 2011 with two one-year option periods. The Government will neither award a contract solely on the basis of this Sources Sought Synopsis nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. This synopsis does not constitute a Request for Quotation (RFQ), Request for Proposal (RFP), or an Invitation for Bid (IFB), nor does this issuance restrict the Government ™s acquisition approach.
